If it is chapter 7, paragraph 1 to 3, why is the 7 before the "kap" ?

It is very common to place the number before the word "chapter" or the symbol for "section" in Swedish.

Not quite sure about the order of "title", "chapter" and "part," as I have seen them used in different orders - but that wasn't what your question was about anyway.

chpt 7, paras 1-3/standard reference

It is common to refer to chapters, paragraphs, points after the respective numbers in legal references. So this is chapter 7, paras 1-3.
