I'm just using this answer space to reply to Harry's comment regarding 'compliant'.
As I see it, 'compliant' means that the device as a whole meets the specific relevant standards for EMC --- it has a very specific technical meaning.
Whereas the much less formal term 'correct' to me implies simply that the unit respects good EMC design principles, and can reasonably be expected to perform correctly; but the use of this word 'correct' would certainly NOT NECESSARILY imply that the unit was CE-compliant, or had been so tested; of course, there may be other information in the surrounding context that indicates this to be the case, but in the small amount of context given here, I think it would be dangerous to extrapolate beyond the plain-language meaning of 'correct', as it is not linked with any mention of testing, standards etc.
I am particualrly sensitive to these semantic niceties, as I too have for over 10 years been involved with EMC compliance testing and the new CE directives etc.!
