Why the New World Order Won't Be Orderly
Since the beginning of the twenty-first century, foreign policy experts have been predicting that the United States' days as global hegemon are coming to a close. But rather than asking themselves which country is most likely to replace the United States, they ought to be asking themselves whether the concept of global hegemony still applies in our era.
It increasingly seems that the world will no longer have a single superpower, or group of superpowers, that brings order to international politics. Instead, it will have a variety of powers -- including nations, multinational corporations, ideological movements, global crime and terror groups, and human rights organizations -- jockeying with each other, mostly unsuccessfully, to achieve their goals. International politics is transforming from a system anchored in predictable, and relatively constant, principles to a system that is, if not inherently unknowable, far more erratic, unsettled, and devoid of behavioral regularities. In terms of geopolitics, we have moved from an age of order to an age of entropy.
Entropy is a scientific concept that measures disorder: the higher the entropy, the higher the disorder. And disorder is precisely what will characterize the future of international politics. In this leaderless world, threats are much more likely to be cold than hot; danger will come less frequently in the form of shooting wars among great powers than diffuse disagreements over geopolitical, monetary, trade, and environmental issues. Problems and crises will arise more frequently and, when they do, will be resolved less cooperatively.
CREATIVE DESTRUCTION
How did we get here? The shift began in the twentieth century, with the advent of nuclear weapons and the spread of economic globalization, which together have made war among the great powers unthinkable. As many scholars have pointed out, the world has enjoyed the longest period of relative peace in recorded history. The absence of cataclysmic wars among great powers has obviously been a great boon. But it has also come at a real cost. For the past several centuries, wars between the extant power in the international system and the rising challenger or challengers have occurred every hundred years or so, crowning a new leading power, which is responsible for organizing international politics and shouldering the burdens of global leadership.
In crowning new kings, these hegemonic wars also obliterated the old orders, wiping the institutional slate clean so that a new global architecture, better suited to the times, could be built from scratch. The wars were thus a good thing in some sense, because they replenished the international system with new energy in service of world order and lasting peace. In their absence, we no longer have a force of “creative destruction” capable of resetting the world. And just as seas become foul without the blowing of the winds, prolonged peace allows inertia and decay to set in.
Power is already more diffuse than it ever has been. And it is growing more so by the year. The United States remains an important power, but it knows that it no longer towers over all contenders. Plagued by ballooning debt, Washington has narrowed its foreign policy to a few basic objectives. Yet the deterioration of Pax Americana is not due solely to the United States' declining power. It is also a problem of will -- one rooted in fading national resolve to use those power advantages that the United States still enjoys.
Interactions between political actors are also characterized by greater entropy. The digital revolution has allowed information to spread farther than ever before, empowering average citizens, celebrities, corporations, terrorists, religious movements, and shadowy transnational criminal groups. The power these groups can exert, however, is unconventional. They have the power to disrupt, to stop things from happening, but they don’t have the power to enact their own agendas. Twitter, Facebook, and text messaging have allowed citizens to organize massive demonstrations and topple dictatorial governments. But there is little reason to believe that citizens organized via social media are able to institute political changes.
INFORMATION OVERLOAD
Entropy is not only on the rise in the international system. Individuals, too, are experiencing greater personal entropy, as they discover that they are incapable of handling the speed at which digital information is transmitted. Information rains down faster and thicker by the day. Increasingly, modern people may feel, as the psychologist and philosopher William James did in 1899, that an “irremediable flatness is coming over the world.” Flatness here refers to a general sense of banality and loss of meaning. Rather than a heightened sense of stimulation and awareness, information overload produces boredom and alienation. As the economist Herbert A. Simon has explained, a “wealth of information creates a poverty of attention.” This is because in “an information-rich world, the wealth of information means a dearth of something else: a scarcity of whatever it is that information consumes. What information consumes is rather obvious: it consumes the attention of its recipients.”
In that sense, modern society suffers from collective attention deficit disorder. No matter how much we pump up our brains with drugs originally intended to treat Alzheimer’s and narcolepsy or attempt to “train” our brains using Cogmed or Lumosity, we are likely to remain terminally distracted by the flood of digital information from Google, Twitter, e-mail, RSS readers, Netflix, Firefox tabs, and Flickr photostreams. Organizations, too, face this problem. The U.S. National Security Agency alone intercepts and stores nearly two billion separate e-mails, phone calls, and other communications every day. “The complexity of this system defies description,” lamented John R. Vines, a retired U.S. Army general who reviewed the U.S. Defense Department’s intelligence efforts last year. “We consequently can’t effectively assess whether it is making us more safe.”
Having greater quantities of information at our fingertips has not produced greater wisdom. Instead, it has led to information entropy. As the volume of information processed or diffused increases, the information becomes noise. In the digital age, information is routinely distorted, buried in noise, or otherwise impossible to interpret. The result is that people respond to the many contradictory “facts” and “informed opinions” being hurled at them by essentially selecting and interpreting facts in ways that accord with their own personal, idiosyncratic, and often flat-wrong ideas about the world. Knowledge no longer rests on objective information but, rather, on seductive “true enough” facts. Knowledge that is pocked with holes but that seems true enough will continue to hold sway over those who simply want to believe something that feels right.
WELCOME TO PURGATORY
The new world of rising structural and informational entropy means that history can no longer repeat itself. We will not endure the hell brought on by a world war, for example, or by utter economic catastrophe. But this lasting peace won’t be the heaven on earth that one might wish for either. Instead, we are on the cusp of an eternal purgatory. It will be a world full of confusion and instability. The age of entropy will be a time of restless disorder, an aimless but forceful hostility to the status quo -- a hostility that inspires the pervasive use of the dismissive prefixes anti- and post- (as in anti-Western, post-American, postmodern) and the promise to reinvent much or all of the present global order and its associated institutions. But the hope that getting rid of “what is” will by itself spawn something new and workable to take its place is just that, mere hope. In his Delphic interview withTime, former Egyptian President Mohamed Morsi put it this way: “The world is now much more difficult than it was during your revolution. It’s even more difficult. The world. More complicated, complex, difficult. It’s a spaghetti-like structure. It’s mixed up.”
None of this is to suggest that we will inhabit a miserable world of endless gloom and doom, that we and future generations are fated to endure wretched lives of perpetual unhappiness. Although we can’t reverse the process of information overload, we can figure out how best to adapt, and maybe even learn how to turn floods of information into useful and reliable knowledge. There are no strategies that can guarantee success. But the focus should be on creating decentralized and self-organizing networks that are capable of responding to rapidly changing environments.
The age of entropy will not be a utopia, but it need not bring us to despair. Disorder does not suppress all that is good in the world. Without great wars, we have enjoyed prosperous and peaceful times. Nor is disorder itself something to fear or loathe. “The struggle itself,” as Albert Camus famously pointed out, “is enough to fill a man's heart. One must imagine Sisyphus happy." Like Sisyphus, we need to embrace the unknowable, to accept our unintelligible world and our futile struggle to come to terms with its incomprehensibility. For better or worse, we have no other choice.

سوري الجنسية بموجب رخصة الاقامة رقم XXXXXXX وبسؤال المدعية عن دعواها قالت : أن المدعي عليه زوجي تزوجنى بالعقد الصحيح رقم XXXXXXX و تاريخه XXXXXXX الصادر من المحكمة الجزئية للضمان والانكحة بجدة بولاية أخي على مهر وقدره عشرون ألف ريال سعودي مسلمة و عشرة الاف ريال سعودي مؤخر صداق ودخل بي الدخول الشرعي وانجبت منه على فراش الزوجية ولدين وهما نوح و عمره سبع سنوات و يونس و عمرهثلاث سنوات والمدعي عليه سىء العشرة و لا ينفق علي وانا متضررة من بقائي معه لذا اطلب فسخ نكاحي منه هذه دعواي و بعرض ذلك على المدعي عليه أجاب قائلا : ما ذكرته المدعية هو الصحيح هكذا اجابت وبالاطلاع على المعاملة وجدت مرفقا بها قرار مكتب المصالحة و التحكيم رقم XXXXXXX في XXXXXXXالمتضمن (واتفقا على ان يفرق بينهما بدون عوضو بدون مؤخر صداق هكذا اتفقا وااصطلحا عليه ) وبمداولة بين الطرفين اتفقا على ان يطلق المدعي عليه زوجته المدعية طلقة و احدة ثم تلفظ المدعي عليه بطوعه واختياره وهو فى صحة من عقله و جواز أمره قائلا : لقد طلقت زوجتى المدعية XXXXXXX طلقة واحدة هكذا تلفظ بحضرة وشهادة كاتبه فبناء على ما تقدم من الدعوي والاجابة وحيث طلق المدعي عليه زوجته المدعية الطلاق المذكور لذا قثد حكمت بصحة هذا الطلاق و لزومه وبموجبه وهي الطلقة الثانية كما أفهمت المدعية باه عليها العدة الشرعية لهذا الطلاق وهي ثلاث حيضات حيث ذكرت انها من ذوات الحيض كما أفهمتالمدعي عليه بان له الحق فى مراجعة زوجته المدعية ما دامت فى العدة و اعتبرت القضية منتهية بين المتداعيين بذلك فى الحال و باعلان الحكم على المتداعيين قنعا به

Grazie solo a Dio e poi, presso me xxxxxxx, Giudice nelle Giurisdizioni di Statuto Personale nella Provincia di Gedda, in base alla trattazione inviata a me dalla sua Eccellenza, Presidente di Statuto Personale – tribunale di Statuto Personale nella Provincia di Gedda, sotto il n. xxxxxxx, alla data xxxxxxx Hijri, iscritta nella corte sotto il numero xxxxxxx, alla data xxxxxxx Hijri, Martedì corrispondente al xxxxxxx è stata inaugurata la seduta e in essa sono comparsi la Denunciante xxxxxxx, di cittadinanza americana per mezzo del permesso di soggiorno n. xxxxxxx, e per sua presenza è
comparso xxxxxxx, di cittadinanza siriana, tramite permesso di soggiorno n.xxxxxxx.
Chiedendo alla denunciante del motivo della sua causa, ha detto che: “Il denunciato è stato mio marito e mi ha sposato per mezzo dell’atto autentico n. xxxxxxx il xxxxxxx Hijri, rilasciato dalla Corte distrettuale di sicurezza sociale e di matrimoni a Gedda, tramite procura a mio fratello, con dote pari a ventimila Riyal sauditi [sic] ricevuti e con dote posticipata del valore di diecimila Riyal sauditi e abbiamo legittimamente consumato il rapporto matrimoniale e ho avuto con lui durante il legame matrimoniale due figli che si chiamano Noah, che ha l’età di sette anni, e Younis, che ha l’età di tre anni e il denunciato è di cattiva compagnia, non provvede ai miei alimenti e la mia vita con lui mi causa danni. Perciò chiedo l’annullamento del mio matrimonio con lui, questa è la mia causa. Mostrando la causa al denunciato, lui ha risposto dicendo: ciò che la denunciante ha ricordato di matrimonio, dote, consumo del matrimonio ed i figli è giusto, però tutto il resto non lo è, così lui ha risposto. Mostrando la causa alla denunciante, ha detto: quanto ho menzionato è giusto, questa è stata la sua risposta. Verificando la trattazione, ho trovato in allegato un decreto dell’ufficio di riconciliazione e di arbitraggio n. xxxxxxx il xxxxxxx Hijri, che riporta: (Hanno concordato sulla separazione senza indennità e senza dote posticipata. Su questo hanno concordato e si sono conciliati). Dopo la discussione con le due parti, hanno concordato che il denunciato divorzia sua moglie la denunciante con un solo divorzio, poi il denunciato ha pronunciato volontariamente e con sua scelta, mentre lui è in condizione mentale sana dicendo: “Ho divorziato mai moglie la denunciante xxxxxxx con un solo divorzio”, così ha pronunciato.
In base a quanto precede della causa, alla risposta, in quanto il denunciato ha divorziato sua moglie la denunciante con il divorzio indicato, ho deciso la validità del presente divorzio e la sua necessità. Secondo questo divorzio, che è il secondo, ho spiegato alla denunciante che deve aspettare il periodo legittimo dell’iddah del presente divorzio, che equivale a tre cicli mestruali, in quanto lei ha ricordato le capitano i cicli mestruali. Inoltre ho spiegato al denunciato che lui ha il diritto di ripristinare il matrimonio con sua moglie la denunciante talmente che lei è nel periodo dell’iddah. Così la causa tra le due parti si considera terminata, in questo modo, e dopo l’annuncio della sentenza, loro l’hanno accettata

Testo originale - Italiano L’interruzione volontaria di gravidanza, prevista e regolamentata dalla Legge 194/78, può essere eseguita presso il Centro Multidisciplinare Day Surgery e Chirurgia Ambulatoriale di Villa Igea, sulla base della certificazione di un medico del consultorio pubblico o del medico di fiducia, dopo sette giorni dalla certificazione, salvo in caso di urgenza.
La procedura può essere eseguita:
• attraverso la metodica tradizionale, con intervento chirurgico, in regime di ricovero ospedaliero in Day Surgery (DS), con ricovero di un giorno;
• attraverso l’assunzione controllata, in regime di ricovero ospedaliero ordinario (di 3 gg.), di farmaci denominati RU 486 e Misoprostol (in questo caso presso l’U.O. di Ostetricia e Ginecologia dell’Ospedale S. Chiara di Trento).
Questa nota ha l’obiettivo di dare informazioni sull’assistenza che Lei riceverà presso il Centro Multidisciplinare di Day Surgery e Chirurgia Ambulatoriale di Villa Igea, nel caso in cui scelga di interrompere la gravidanza con il trattamento chirurgico. Esse non intendono in nessun modo sostituire il colloquio con il medico, ma ne riassumono i contenuti.
Cos’è l’aborto chirurgico?
L’aborto chirurgico consiste nell’aspirazione dell’embrione o del feto e del sacco gestazionale dalla cavità uterina, mediante una sottile cannula introdotta nel collo dell’utero, che è stato prima dilatato. In caso di necessità può essere seguito da una revisione (reintervento). L’intervento può essere eseguito in anestesia generale o locale (con una iniezione di anestetico locale a livello del collo dell’utero) e richiede 10-15 minuti di tempo, con un ricovero fino a circa 8 ore.
Prima dell’intervento chirurgico è solitamente necessaria la preparazione farmacologica con utilizzo di farmaci, della famiglia delle prostaglandine, che determinano modificazioni del collo uterino rendendo più agevole la successiva fase chirurgica, soprattutto in pazienti giovani, alla prima gravidanza o con gravidanza superiore alla 10a settimana.
Sono necessari esami del sangue, elettrocardiogramma e visita del medico anestesista.
E’ previsto il ricovero in Day Surgery, un solo giorno, senza pernottamento in ospedale salvo eventuali complicazioni.
Dopo l’intervento è possibile avvertire un lieve dolore, dovuto alle contrazioni uterine, e/o sintomi collegati all’assunzione degli anestetici, quali nausea e vomito.
Possibili complicanze:
• lesioni cervicali in corso di dilatazione del canale cervicale che possono richiedere l’apposizione di punti emostatici;
• accidentale perforazione uterina (1-2 casi su 1000 interventi);
• rara perforazione delle anse intestinali o della vescica (1 caso su 5000);
• rischio infettivo precoce o tardivo che può determinare la necessità di trattamento antibiotico;
• possibili emorragie (1-2 casi su 1000 interventi), con necessità di trasfusioni di sangue;
• sono possibili aborti incompleti, quindi con la necessità di ripetere l’intervento chirurgico (fino a 14 casi su 100 interventi);
• distruzione dello strato basale dell’endometrio con possibilità di formazione di aderenze intrauterine e/o rischi di anomalie di impianto placentare nelle successive gravidanze e/o sterilità;
• rischi anestesiologici connessi alla procedura.

و الاجراءات التي يمكن اتباعها هي:
• عن طريق الطريقة التقليدية، بتدخل جراحي، مع نظام علاج في مستشفي الجراحة اليومية ( DS ) ، و فترة تعافي مدتها يوم؛
• من خلال الاستخدام المقنن، خلال نظام تعافي اعتيادي في المستشفي ( يستمر 3 أيام )، لأدوية الأجهاض أر يو 486 و ميزوبروستول ( في هذه الحالة لدي قسم طب التوليد و النساء في مستشفي سانتا كيارا دي ترينتو ).
و هذه الملاحظة الهدف منها هو تقديم معلومات حول الرعاية التي ستجدينها حضرتك لدي المركز متعدد التخصصات للجراحة اليومية و التنقلية( Day Surgery ) في فيلا ايجيا، و ذلك في حالة اختيارك لاجهاض الحمل بالتدخل الجراحي. و هذه المعلومات ليس القصد منها أن تحل بأي شكل محل محادثة الطبيب، و لكنها تلخيص لمحتوي المحادثة.
ما هو الاجهاض الجراحي؟
الاجهاض الجراحي يتمثل في امتصاص الجنين و المشيمة من تجويف الرحم، عن طريق مجرفة مصاصة ( أنبوب فارغ مع سكين علي الرأس ) تدخل إلي عنق الرحم، الذي يكون قد تم توسيعه. و في حالة الضرورة، يمكن اعادة العملية ( التدخل الجراحي ). و يمكن تنفيذ هذه العملية بعد تخدير عام أو موضعي ( عن طريق حقنة تخدير موضعي علي مستوي عنق الرحم ) و يتطلب من 10 إلي 15 دقيقة من الوقت، و يزول تأثير المخدر بعد حوالي 8 ساعات.
و عادة قبل التدخل الجراحي يكون من الضروري الاعداد الدوائي عن طريق استخدام أدوية، من عائلة البروستاغلاندين، و التي تحدث تغيرات علي عنق الرحم و تجعل أكثر سلاسة المرحلة الجراحية المقبلة، خاصة مع المرضي الشباب، أثناء الحمل الأول أو عندما تتجاوز فترة الحمل 10 أسابيع.
و من الضروري اختبار الدم، و اجراء رسم القلب بالبيانات الكهربائية، و زيارة طبيب التخدير.
و من المتوقع أن تستغرق مرحلة التعافي في مستشفي جراحة اليوم ( Day Surgery ) يوم واحد فقط، دون حجز في المستشفي إلا في حالة حدوث تعقيدات.
و بعد التدخل الجراحي من المحتمل الشعور بألم خفيف، و هذا بسبب انقباضات الرحم، و/أو الأعراض الملازمة لتأثير المخدر، و هي الغثيان و القيء.
التعقيدات المحتملة:
• جروح في عنق الرحم أثناء توسيع قناة العنق، مما قد يتطلب عمل غرز لإيقاف النزيف.
• ثقب الرحم العرضي ( حالة أو حالتين كل 1000 تدخل )
• ثقب نادر في حلقات الأمعاء أو المثانة ( حالة كل 5000 حالة )
• المخاطرة بالعدوي المبكرة أو المتأخرة و التي يمكن أن تتطلب ضرورة العلاج بالمضاد الحيوي
• احتمال نزيف ( حالة أو 2 كل 1000 تدخل )، مع ضرورة نقل الدم
• احتمالات اجهاض غير كامل، و من ثم ضرورة إعادة التدخل الجراحي ( حتي 14 حالة كل 100 تدخل )
• تدمير الطبقة الأساسية لبطانة الرحم مع احتمال تكوين التصاقات الرحم و/أو خطورة الشذوذ في تركيب المشيمة في الحمل المقبل و/أو العقم
• مخاطر التخدير المتعلقة باجراءات العملية.
