Per poter comprendere meglio il documento di preparazione al PSN è opportuno fare qualche considerazione sul settore di riferimento.
Le statistiche mondiali sulla produzione ittica (FAO, 2005) documentano che dal 1970 al 2003 l'Italia ha diminuito la sua produzione dallo 0,6% allo 0,4% del totale mondiale, passando dal 24° al 38° posto della classifica dei principali paesi produttori (Fortini, 2006), sebbene l’andamento delle catture abbia mostrato, nel corso dell’ultimo anno, una leggera ripresa, invertendo la tendenza negativa registrata per anni.
Analizzando i dati in modo disaggregato, emergono importanti differenze negli andamenti delle catture in regioni e con sistemi di pesca diversi; ciononostante si può asserire che, almeno per lo strascico, si assiste tendenzialmente alla diminuzione della produttività unitaria. Anche se questa si manifesta in modo non omogeneo nelle differenti località, il dato generale è un importante indicatore che deve essere considerato un campanello d’allarme sullo stato delle risorse. A tale situazione deve quindi seguire l’adozione di adeguate misure in grado di invertire la tendenza.
Anche in acquacoltura devono essere adottati protocolli di allevamento più ecosostenibili, in ragione del rilevante ruolo assunto dal settore. La produzione italiana d’acquacoltura del 2004, infatti, è ormai pari al 31,0 % di quella totale nazionale e nel 2003 (ultimo anno disponibile della serie Eurostat/FAO) l’Italia ha prodotto il 14,0 % del totale dei 25 paesi UE (al terzo posto dopo Spagna e Francia).
Nell’analisi effettata da AGCI Agrital alla fine del 2005 emerge che, nonostante un’accresciuta partecipazione dei pescatori, questo settore produttivo continua ad essere caratterizzato da una scarsa propensione all’innovazione. I particolarismi locali hanno di fatto impedito l’adozione di una programmazione nazionale di largo respiro, riguardante l’intero comparto e non singole situazioni. Inoltre, il perdurare di pratiche di pesca illegale (strascico effettuato entro le tre miglia dalla costa, uso di maglie sottomisura, bianchetto pescato fuori stagione, etc..) - verso le quali non si è adoperata sempre la doverosa fermezza - provoca conflitti all’interno della categoria, danneggia la risorsa e l’ecosistema e mina - agli occhi di un’opinione pubblica sempre più attenta al tema della tutela dell’ambiente – l’immagine dei pescatori e l’autorevolezza dei loro rappresentanti. Accanto ad una generale richiesta di semplificazione delle norme - cui deve seguire maggiore intransigenza nel far rispettare regole certe e condivise – la pesca italiana ha bisogno di implementare la ricerca sia sullo stato degli stock, sia sugli aspetti socioeconomici del settore, al fine di giungere a valutazioni attendibili e dover ricorrere sempre meno al principio di precauzione.
Le stesse associazioni di categoria, inoltre, iniziano a riconoscere la necessità di riconversioni parziali o totali di sistemi di pesca non sostenibili - che spesso utilizzano deroghe alla normativa (alcune pesche speciali, piccolo strascico che viene esercitato prevalentemente sotto costa, etc.) - e chiedono di guidare i processi di cambiamento tenendo conto della necessità di graduare gli interventi soprattutto in funzione dell’economia delle aree legate alla pesca, dell’età e delle competenze degli operatori coinvolti. Alcuni sistemi di pesca, del resto, oltre a costituire fonte di occupazione e reddito per tutta la filiera, consentono di conservare un patrimonio di tradizioni che per molte comunità marinare costituisce motivo di identità culturale, come nel caso delle tonnare fisse o della pesca del pesce spada con l’arpione dalle feluche, e già sono utilizzati in chiave turistica diversificando l’economia locale. Inoltre, tenendo presente il concetto di area vasta, bisogna sicuramente evitare di spostare i problemi: di zona in zona, da una categoria di attrezzi all’altra, dal lavoro ufficiale a quello in nero ecc.. Ovviamente, la sostenibilità dei prelievi rimane la principale garanzia per la sopravvivenza del settore alieutico, e non è un caso che negli ultimi anni le posizioni dei pescatori e del mondo ambientalista si siano avvicinate, concretizzando importanti iniziative comuni che hanno condotto a risultati incoraggianti. Pescatori ed ambientalisti, quindi, non sono più su posizioni contrapposte, ma - soprattutto nel caso della piccola pesca - sono spesso alleati, e possono continuare insieme a combattere contro il degrado dell’ambiente marino. Del resto tale degrado spesso è legato a fenomeni di inquinamento a seguito dei quali è lecito ritenere gli stessi pescatori parte lesa, per l’incuria e le mancanze dei governi.

For a better understanding of the preparatory document for the NSP, it is appropriate to make some considerations of the fish sector.
The world statistics on fish production (FAO, 2005) reveal that in the period from 1970 to 2003 Italy reduced its production from 0.6% to 0.4% of the world’s total, moving from 24th to 38th in the rank of the main producing countries (Fortini, 2006), although in the last year the catch trend showed a minor recovery, thus reverting the long negative trend.
A scattered data analysis shows important differences in catch according to different regions and fishing methods; despite this, it can be said that, at least in trawling, the unit productivity tends to decrease. Although this trend varies in different localities, the general information is an important indicator that should be considered a warning signal of the condition of resources. This situation calls, therefore, for the adoption of appropriate measures to revert the trend.
Farming protocols in aquaculture should also become more environmentally sustainable, since this sector now has a significant importance. Italian aquaculture production in 2004 was 31 % of the national total and in 2003 (the latest year in the series Eurostat/FAO) Italy produced 14% of the total production of the 25 EU countries (ranking third after Spain and France).
Analyses carried out at the end of 2005 by AGCI Agrital show that, despite the increasing participation of the fishermen, this productive sector continues to be characterized by a poor predisposition to innovation. Local interests have virtually prevented the adoption of a national plan able to deal with the whole sector rather than single situations. In addition, the protraction of illegal fishing practices (trawling used within three miles off the cost, the usage of close-mesh net, whitebait caught out of season, etc.) – not always been tackled with the necessary determination – produces conflict within the sector, damages resources and ecosystems, and undermines both the image of fishermen and the authority of their representatives in the eyes of a public opinion that is increasingly sensible to environmental protection issues. Together with a general request for the simplification of regulations – which should be followed by a stronger determination to respect common and certain rules – Italian fisheries need to implement research into both the conditions of stock and the socio-economic aspects of the sector, in order to monitor the situation in a reliable way and avoid falling back on precautionary principles.
Trade associations themselves are also beginning to acknowledge the need for the partial or total re-conversion of unsustainable fishing practices – that often use derogations of the rule (some special fishing practices, low-scale trawling usually near the coast, etc.) – and ask to guide the process of change, keeping in mind the need to make gradual interventions according to the economy of fishing areas and the age and skills of the operators involved. Besides, some fishing practices, as well as being a source of income and employment for the whole sector, guarantee the conservation of a traditional legacy that is, for many fishing communities, a vehicle of cultural identity, such as tuna trap fishing or swordfish harpoon fishing from the felucca, which are already being used as tourist attractions, thus diversifying the local economy. Moreover, in considering the concept of a large area, it is fundamental that problems are not merely shifted – from area to area, from one category of fishing tools to another, from legal to illegal jobs, etc. Obviously, sustainable catches remains the principal guarantee for the survival of the fish sector, and, as a consequence, the positions of fishermen and the environmental world have in recent years become closer, consolidating important common initiatives that have led to encouraging results. Fishermen and environmentalists no longer have opposing points of view, and – especially in small-scale fishing – they are often united and can continue to fight the deterioration of the marine environment together. Besides, this deterioration is often related to polluting episodes, after which it is logical to think that the fishermen are themselves the damaged party, due to the negligence and deficiencies of the governments involved.

ORGANIZZAZIONE DEL LAVORO
Nel 2003 il WWF Italia, dopo aver attivato un gruppo consultazione internazionale per lo sviluppo della Conservazione Ecoregionale nell’Ecoregione Alpi, decise di riorganizzare la propria struttura attraverso l’istituzione di una unità denominata “Ufficio Conservazione Ecoregione Mediterraneo Centrale” con lo scopo sviluppare una efficace metodologia volta ad individuare le priorità di conservazione in questo ambito territoriale. Il gruppo di lavoro del WWF Italia che da allora si occupa di mettere a punto la strategia di conservazione per l’Ecoregione Mediterraneo Centrale è costituito da un responsabile scientifico (Fabrizio Bulgarini) e due consulenti scientifici (Stefano Petrella e Corrado Teofili). Altri colleghi che operano in ambiti diversi dell’Associazione hanno fornito contributi specifici.
Un primo passo importante è stato il coinvolgimento, attraverso incontri diretti e scambi epistolari, di un ampio gruppo di personalità, esterne al WWF Italia, con competenze tanto in ambito naturalistico che socio-economico. Attraverso questa proficua fase di confronto di idee, abbiamo iniziato a definire i lineamenti essenziali di un nuovo modo di guardare alla conservazione della biodiversità nell’intero scenario ecoregionale: una vision che dovrà ispirare l’opera del WWF Italia e dei partner che si affiancheranno nei decenni a venire.
Fino ad oggi il lavoro di analisi svolto è stato sottoposto e condiviso con un team di circa 150 esperti con competenze molto diversificate (botanici, zoologi, ecologi, urbanisti, sociologi, ecc.). Tuttavia le attività più direttamente analitiche e propositive hanno visto l’attivazione pratica di un gruppo di lavoro ristretto denominato “Starter Group”.
LO “STARTER GROUP”
Lo “Starter Group”, che ha affiancato il gruppo di lavoro del WWF Italia, è una struttura interdisciplinare formata da 15 esperti esterni. Essa ha contribuito a:
• individuare i temi essenziali per tracciare una prima “mappa della biodiversità” nell’Ecoregione Mediterraneo Centrale;
• acquisire le informazioni necessarie per realizzare le cartografie tematiche sulla base delle quali sono state successivamente definite le Aree Prioritarie;
• indicare personalità del mondo scientifico a cui sottoporre i risultati parziali del lavoro per confronti, suggerimenti e validazioni;
• favorire il coinvolgimento di enti ed istituzioni quali partnership del processo di conservazione ecoregionale (ad oggi i partner ufficiali sono: Corpo Forestale dello Stato, Fondazione Bioparco di Roma, Lega Italiana Protezione Uccelli, Museo Civico di Zoologia di Roma, Nature Trust di Malta, Parco Naturale Regionale Corso, Unione Province Italiane, Centro Italiano Studi Ornitologici, FederParchi, Istituto Nazionale per la Fauna Selvatica.

TOWARDS A PROGRAMME FOR ECOREGIONAL CONSERVATION
ORGANIZATION OF WORK
In 2003 following the establishment of an international consulting group for the development of Ecoregional Conservation in the Alps, WWF Italy decided to reorganise its own structure through the institution of the “Office for the Conservation of the Central Mediterranean Ecoregion”. Its aim was to develop an effective methodology for the identification of conservation priorities within this regional domain. The working group from WWF Italy, responsible for defining the conservation strategy for the Central Mediterranean Ecoregion, consists of one scientific manager (Fabrizio Bulgarini) and two scientific consultants (Stefano Petrella and Corrado Teofili). Colleagues from other areas of WWF Italy have provided their specific contributions.
The first important step, accomplished by way of direct meetings and correspondence, was to involve an extended group of public figures external to WWF Italy, specialized in both environmental and socio-economic fields. By means of this constructive phase of brainstorming, we began to define the essential outlines of a new way of looking at biodiversity conservation in the whole ecoregion: a vision that will inspire the work of WWF Italy and its prospective partners for the coming decades.
Analyses carried our so far have been evaluated by and shared with a team of about 150 experts from diverse backgrounds (botanists, zoologists, ecologists, city planners, sociologists, etc.). A core working group, the “Starter Group”, has been established to deal with those activities that are more directly analytical and proposal-oriented.
THE STARTER GROUP
The Starter Group, working alongside the WWF Italy working group, is an interdisciplinary structure of 15 external experts. It has contributed to:
• defining essential themes necessary for the creation of a first “biodiversity map” for the Central Mediterranean Ecoregion;
• acquiring the necessary information for the thematic maps that will allow the subsequent definition of Priority Areas;
• identifying public figures in the scientific world who would examine the ongoing results of the work and share discussions, suggestions and evaluations;
• facilitating the involvement of organizations and institutions as partners in the process of ecoregion conservation. Currently, the official partners are: the State Forestry Commission (Corpo Forestale dello Stato), the Zoo of Rome Foundation (Fondazione Bioparco di Roma), the Italian League for the protection of Birds (Lega Italiana Protezione Uccelli), the Civic Museum of Zoology of Rome (Museo Civico di Zoologia di Roma), Nature Trust of Malta, the Corsican Regional National Park (Parco Naturale Regionale Corso), the Union of Italian Provinces (Unione Province Italiane), Italian Centre for Ornithological Studies (Centro Italiano Studi Ornitologici), the Parks Federation (FederParchi), and the National Wildlife Institute (Istituto Nazionale per la Fauna Selvatica).

In the early years we started to do things in a certain way, and it worked for us, and then we quit thinking about it…. but now it doesn’t work anymore. The habits which made us richer and more peaceful in the past, now make us poor and they generate conflict. The habits which gave greater human welfare in the past, now those same habits are opening up a gap between the rich and the poor. We have to change our habits. We can do it, but we have to think about it… and it will be uncomfortable at first.
Changing our habits won’t avoid all global problems, but it will make a big contribution and give us the time we need to think about more fundamental solutions. So, this is the backdrop to what I am speaking about today.
I am going to show you now some slides. I am giving my friend Gianfranco a copy of the slides so you don’t have to write anything down. If you like the slides, you can get them from him. If you don’t like the slides, then you can be happy that you didn’t spend any time writing them down.
My comments…. you know, it’s really a privilege (that) to write a book and then after 34 years to come back and be able to write this book again. To see what happened. What I found is: our conclusions stayed the same, but the criticisms have changed. Because our conclusions have stayed the same, our recommendations are still the same. I’ll speak about them in a moment.
It helps us to understand this new concept of sustainable development. When we wrote the first book, that term, sustainable development, wasn’t used. The Bruntland commission came only in the late seventies or early eighties. Now everyone speaks about sustainable development. Actually, no one understands what it is, but everyone likes the term. The big strength, actually, of the term is: each one can be in favor of sustainable development without sacrificing anything. The industrialists, the Government people, the environmentalists, everyone is in favor of sustainable development. Why?
Because they can imagine that they get what they want and somebody else has to give it up. It’s a very big term. What we know is: sustainable development is not some fixed thing like a destination, is not what we are trying to get… it’s more how you take the trip.

Nei primi anni noi cominciammo a fare le cose in un certo modo, che per noi funzionò, e smettemmo di pensarci su…. ma adesso non funziona più. Le abitudini che nel passato ci hanno reso più ricchi e più pacifici, adesso ci rendono poveri e generano conflitti. Le abitudini che nel passato ci hanno dato maggiori benefici individuali, adesso quelle stesse abitudini stanno scavando un solco tra ricchi e poveri. Dobbiamo cambiare le nostre abitudini. Possiamo farlo, ma dobbiamo pensarci su…. ed all’inizio sarà disagevole.
Modificare le nostre abitudini non eviterà tutti i problemi globali, ma sarà un grosso contributo e ci darà il tempo necessario a pensare a soluzioni più fondamentali. Questo è quindi l’ambito di cui oggi parlerò.
Vi mostrerò alcune diapositive. Darò al mio amico Gianfranco una copia di esse così non avrete bisogno di trascrivere niente. Se le diapositive vi piaceranno, potrete ottenerle da lui. Se le diapositive non vi piaceranno, allora sarete contenti di non aver perso tempo a trascriverle.
Il mio commento…. Sapete, è veramente un privilegio quello di scrivere un libro e dopo 34 anni ritornarci sopra e scrivere questo libro di nuovo. Per vedere cosa è successo. Ciò che ho trovato è che le nostre conclusioni sono rimaste le stesse, ma le critiche sono cambiate. Siccome le nostre conclusioni sono rimaste le stesse, le nostre raccomandazioni sono ancora le stesse. Ne parlerò tra un momento.
Esso ci aiuta a comprendere questo nuovo concetto di sviluppo sostenibile. Quando scrivemmo il primo libro, questo termine, sviluppo sostenibile, non venive usato. La commissione Bruntland è arrivata solo alla fine degli anni ’70 o inizio ’80. Adesso, tutti parlano di sviluppo sostenibile. In verità, nessuno comprende quello che è, ma il termine piace a tutti. La grande forza del termine è che in verità chiunque può essere a favore dello sviluppo sostenibile senza sacrificare alcunché. Gli industriali, il Governo, gli ambientalisti, tutti sono in favore dello sviluppo sostenibile. Perché?
Perché essi possono immaginare di ottenere quello che vogliono e qualcun altro dovrà rinunciarci. E’ un termine molto grosso. Quel che noi sappiamo è: lo sviluppo sostenibile non è una cosa fissata tipo una destinazione, non è ciò che stiamo tentando di raggiungere... è piuttosto il modo in cui viene affrontato il viaggio.
