Source text - English Toward the close of a May afternoon in the year 1884, Miss Priscilla Batte, having learned by heart the lesson in physical geography she would teach her senior class on the morrow, stood feeding her canary on the little square porch of the Dinwiddie Academy for Young Ladies. The day had been hot, and the fitful wind, which had risen in the direction of the river, was just beginning to blow in soft gusts under the old mulberry trees in the street, and to scatter the loosened petals of syringa blossoms in a flowery snow over the grass. For a moment Miss Priscilla turned her flushed face to the scented air, while her eyes rested lovingly on the narrow walk, edged with pointed bricks and bordered by cowslips and wallflowers, which led through the short garden to the three stone steps and the tall iron gate. She was a shapeless yet majestic woman of some fifty years, with a large mottled face in which a steadfast expression of gentle obstinacy appeared to underly the more evanescent ripples of thought or of emotion. Her severe black silk gown, to which she had just changed from her morning dress of alpaca, was softened under her full double chin by a knot of lace and a cameo brooch bearing the helmeted profile of Pallas Athene. On her head she wore a three-cornered cap trimmed with a ruching of organdie, and beneath it her thin gray hair still showed a gleam of faded yellow in the sunlight. She had never been handsome, but her prodigious size had endowed her with an impressivness which had passed in her youth, and among an indulgent people, for beauty. Only in the last few years had her fleshiness, due to rich food which she could not resist and to lack of exercise for which she had an instinctive aversion, begun seriously to inconvenience her.
Beyond the wire cage, in which the canary spent his involuntarily celibate life, an ancient mycrophilla rose-bush, with a single imperfect bud blooming ahead of summer amid its glossy foliage, clambered over a green lattice to the gabled pediment of the porch, while the delicate shadows of the leaves rippled like lace-work on the gravel below. In the miniature garden, where the small spring blossoms strayed from the prim beds into the long feathery grasses, there were syringa bushes, a little overblown; crape myrtles not yet in bud; a holly tree veiled in bright green near the iron fence; a flowering almond shrub in late bloom against the shaded side of the house; and where a west wing put out on the left, a bower of red and white roses was steeped now in the faint sunshine. At the foot of the three steps ran the sunken moss-edged bricks of High Street, and across High Street there floated, like wind-blown flowers, the figures of Susan Treadwell and Virginia Pendleton.

England is now the second most crowded country in the European Union, after Malta. It has, for the first time, inched past the Netherlands, with 402.1 people per square kilometre, compared with the Dutch 398.5. This statistic coincides with a rise in net migration, partly caused by a decline in outward migration. Some have already been quick to link the two.
Overcrowding, class, immigration, and race have long been linked in certain quarters. From the apocalyptic 18th century predictions of Malthus through the cannibal megalopolis of the film Soylent Green to the "demographic threat" in Istrael-Palestine, the prospect of a teeming mass of inferior folk causing mayhem and starvation, or simply outnumbering "us", has been a persistent obsession.
But if the EU report is given more than a glance, it is easily seen that the apparent alarming statistic is actually about population density, not immigration, "over" crowding or "over" population - nor even the population density of the UK. England might have a density of 402.1 per square km, but the UK as a whole is well below the Netherlands and Belgium at 256.3, roughly the same level as Germany. Scotland and Wales are far below either, with Scotland's level of 70,9 placing it lower than Slovenia, Bulgaria, Romania. So what this is really about is concentration of population in very particular places and underpopulation elsewhere. A response to that doesn't necessitate draconian immigration caps, but rather something terribly unfashionable - town planning.
Densely populated areas are not necessarily slums. Among the densest places in the UK are Mayfair or Pimlico, or the west ends of Glasgow and Edinburgh. With their expensive stucco squares and sandstones tenements, these places are by no means dystopian. Given their extreme desirability, an extremely high population density is clearly not so alarming.
Architects and planners, disenfranchised by the suburban non-plan of Thatcherism, spent the 80s and 90s agitating for tightly packed houses, the use of urban brownfield sites, compact cities, piazzas and public transport - all attempts to make urban density comfortable. Under New Labour, this generation - architects like Richard Rogers, planners like Ricky Burdett - had the chance to implement these ideas.
You can see the results all over the UK, wherever "mixed use" blocks of flats fill former industrial land, in the skylines of Leeds and Manchester, in east London. Usually, the results entailed four- to 12-storey flats, built around squares, with mooted shops and facilities in the ground floor. An inner-city housing boom started to match its suburban precursor.
In reality, the shops and nurseries became empty units or estate agents, the squares were inept and windswept, and speculative developers crammed as many tiny flats into their plots as possible. In Stratford you can see the grimmest results - aesthetically stunted, architecturally bumptious towers crowding round wasteland. Does this invalidate the idea? Should we, as some Tories suggest in their screeds against the ludicrous myth of "garden grabbing", celebrate the end of the attempted "urban renaissance" and return to the pseudo-rural suburban sprawl of the 80s, and the depopulation and desuetude of our cities?
Or rather, should we acknowledge that the problem with New Labour, and Rogers and Burdett was that they didn't plan enough? Rather than being held to strict standards, developers were given carte blanche; instead of council housing easing the overcrowding of the poor, a percentage of allegedly affordable housing was sold in each block of terracotta-clad yuppiedromes. Meanness - "value engineering" as it is euphemistically known, was what made the New Labour landscape so grim, not height, planning or modernity, and certainly not overcrowding.

Ma se si osserva con maggiore attenzione il rapporto dell'Unione Europea, si può facilmente notare che queste statistiche in apparenza allarmanti non riguardano l'immigrazione né la sovrappopolazione e nemmeno la densità di popolazione del Regno Unito, ma quella dell’Inghilterra. Il Regno Unito nel suo complesso, con 256,3 persone per chilometro quadrato, è ben al di sotto dell'Olanda e del Belgio; è più o meno allo stesso livello della Germania. La Scozia e il Galles sono entrambi molto al di sotto di queste cifre: con 70,9 persone per chilometro quadrato la Scozia si situa addirittura al di sotto di Slovenia, Bulgaria e Romania. Quindi ciò che il rapporto evidenzia è l’alta densità di popolazione di aree molto specifiche e la bassa densità di altre. Per risolvere questi problemi non è necessario apportare drastiche restrizioni all'immigrazione, bensì ricorrere a qualcosa di terribilmente fuori moda, ovvero l'urbanistica.
Non tutte le aree densamente popolate sono necessariamente dei bassifondi. Non a caso tra le zone più popolose del Regno Unito si annoverano Mayfair, Pimlico e i West End di Glasgow e di Edinburgo. Negli anni '80 e '90 architetti e urbanisti, privati di un piano di sviluppo delle aree periferiche, nello sforzo di migliorare le condizioni di vita delle aree urbane, si sono battuti per le case di ringhiera e il riutilizzo delle aree dismesse, per le città compatte, per piazze e mezzi di trasporto pubblici. Con l'avvento del New Labour una generazione di architetti e di urbanisti ha avuto la possibilità di applicare la propria concezione urbanistica.
Se ne possono vedere i risultati ovunque nel Regno Unito: a Leeds, a Manchester, nella zona est di Londra, dappertutto fabbricati ad uso misto occupano terreni precedentemente adibiti ad uso industriale. In realtà, negozi e asili nido sono rimasti vuoti o sono stati trasformati in agenzie immobiliari; le piazze sono andate deserte e alcuni progettisti-speculatori hanno suddiviso i loro lotti nel maggior numero possibile di minialloggi. I risultati peggiori sono visibili a Stratford: torri esteticamente orribili, architettonicamente pretenziose in una landa desolata. Tutto questo è sufficiente per invalidare la concezione urbanistica? Si deve forse celebrare la fine del tentato rinascimento urbano e ritornare all'espansione selvaggia delle periferie degli anni '80, quando le nostre città venivano abbandonate?
Non sarebbe meglio riconoscere che il problema del New Labour è stata piuttosto la scarsa pianificazione? Invece che imporre il rispetto di standard rigorosi, ai progettisti è stata data carta bianca; al posto dell’edilizia popolare, progettata per migliorare la qualità di vita nei quartieri poveri, una percentuale di presunte case popolari è andata in palazzi di lusso venduti a professionisti rampanti. E' stata l'avarizia contrabbandata come "ingegneria del valore" a rendere il paesaggio del New Labour così orribile e non l'altezza degli edifici né la pianificazione né la modernità e tanto meno la sovrappopolazione.

Translating is a meaningful activity involving the exploration of different worlds made of different languages and different cultures. As any exploration, it can be more or less agreeable, but, in order to be safe, it always requires a preliminary good preparation and an unfaltering determination to reach the aim.
As any exploration, it can take place on cold and dangerous waters or through warm and fertile territories; in the first case a good quantity of courage is needed as well as time; in the second case the advancement is faster and different routes are allowed. But even on paths already known, though results are facilitated, the practice of translation remains an exciting experience. Given the unlimited number of possibilities with which the elements of a language can be combined, creativity can always play a distinguished role.
