quick and dirty vs. gold-plated
Simple, the US wants Japanese participation (financial, of course) in deploying a "quick and dirty" preliminary version while the defense industry feeds at the trough of the final, gold-plated version (which will probably only work in artificial tests at best).
Alas, I'm out of practice framing this in English bureaucratese to match the Japanese original.

Now contrast this with the JH electronic toll collection (ETC) system. Those toll booth lanes are always empty because the Ministry insisted on the gold-plated version instead of a low-cost version that Japanese drivers could use NOW.
