Ez a kifejezés pontosan fedi a fogalmat. Én is hozzáteszem, amit Attila ír, hogy a magyar kifejezést is le kell írni melléje, mert a magyar illetékesknek is meg kell érteniük.
Itt egy idézet, aminek sajnos elfelejtettem leírni a weblapját, csak ennyit jegyeztem meg: OECD Principles: "VAT should result in taxation in the jurisdiction where comsumption takes place".
És egy másik, most már weblappal együtt: "...member states retain their tax jurisdiction" nem nagyon új, de illusztrálja a kifejezés használatát.

Én mindenképp feltüntetném a magyar változatot is a számlán, hogy az APEH felé is tökéletesen világos legyen. Ezenkívül az angol fordításban szerepeltetném a Hungarian szót - ez persze magyarul elhagyható, hiszen a helyzet tökéltetsen világos, angolul azonban talán nem.

Csak javaslat - sajnos hivatalos fordításról nem tudok.
Vagy: "not subject to the Hungarian VAT Act".
Ehhez hasonló megjegyzést még nem láttam angol számlán - általában azt írják rá, hogy "intra-community supply - zero rated VAT", és megadják a vevő EU áfa-számát. Nekem is így kell kiállítanom a számláimat EU vevők felé.
Vagy: "not subject to the Hungarian VAT Act".
