cInstead of the failed Mcdougal Whitewater speculation simply ending there, it would become subsumed in Reagan¡¯s catastrophic savings and loan disaster, as the new administration demanded complete deregulation and the lifting of restrictions on the federal savings and loans and the Department of Housing and Urban Development---thus licensing the cashstarved Mcdougal virtually to print money via a small bank he bought, and an S and L he then started.

What's the meaning of "and an S and L he then started"?

It is necessary to change the "an" to "a", because savings starts with a consonant and ESS starts with a vowel.
