¿Error tipográfico? La única solución que veo para sacar sentido de la expresión es si se trata de un error. ¿3.4 years? ¿3–4 years?

No me parece un error. No sé cómo podrán calcular un aumento en su bagaje lingüístico equivalente a 34 años exactamente, pero por lo visto dicho período de IEP produce un desarrollo muy fuerte (y tal vez acelerado).
Sería como decir que este curso de aprendizaje equivale a 34 años de madurez en el idioma. O así lo entiendo yo...

Igual no estaría de más verificar si es razonable, o preguntar al cliente, que efectivamente se trata de 34, la cifra en sí. Sin más contexto es difícil de evaluar.
