I may be wrong, but I think 'aluvional' in this context does not refer to 'flooded' in a literal sense, but in a figurative one. See link below:

: I think the writer may have meant "ciudad de aluvión" which is exactly what you say, a city with a sudden influx of inhabitants.

: or just an alluvial plain; this is an improvement on my initial thoughts of "flood plain", with its somewhat negative connotations (believe me, I know what it's like living on a flood plain, and it's not something you'd want to advertise in a brochure)

yes, it is on a lakeshore but that doesn't mean it can't be built on alluvial deposits. Anyway, not what it means here it seems.
