This is a description of Bariloche, a tourist center in Patagonia:

Ciudad aluvional, su población ha ido creciendo al compás de la industria turística del último medio siglo, sobrepasando los cien mil habitantes, y duplicando esa cifra con los visitantes de cada temporada.

As the rest of the sentence describes how the population has been growing, I think "fast-growing city" would be the better option here.

I may be wrong, but I think 'aluvional' in this context does not refer to 'flooded' in a literal sense, but in a figurative one. See link below:

agree patinba : I think the writer may have meant "ciudad de aluvión" which is exactly what you say, a city with a sudden influx of inhabitants.

agree Thomas Walker : I think we're on the right track here, but I'm not sure that "sudden" is correct - the flow could be slow and steady, but still depositing particles/people at its terminus.

I don't think we'd say alluvial city although there is a place called just that in Louisiana

I think just better to work in that it's

built on a low-lying alluvial plain or following the shoreline

agree Carol Gullidge : or just an alluvial plain; this is an improvement on my initial thoughts of "flood plain", with its somewhat negative connotations (believe me, I know what it's like living on a flood plain, and it's not something you'd want to advertise in a brochure)

yes, it is on a lakeshore but that doesn't mean it can't be built on alluvial deposits. Anyway, not what it means here it seems.
