Congratulations to the contract...? More context? Many translations are possible here. More context should be provided. Also, the fact that <vertrags> is in small letters suggest an adjective or an adverb so the complete source term could be vertragsgerecht, vertragstechnisch, vertragsgemäß ...

whereas, intended as noun: ...der Vertragserfüllung, ...dem Vertragsabschluß, ...der Vertragsunterzeichnung, ...der Vertragsaufhebung....still all lukewarm, moving in the dark! ;-) Enlightenment please. A bit more detail?

German not one of askers languages? Yes, Gad, please give us some more context. And with context I don't necessarily mean the strings before and after this one but in what context this string appears - where does it appear, what's the text about and in what form does the string appear (Does it actually appear with the ellipsis or did you add this? Is it really a small 'v' or a capital one?) I understand your source text is not German but just contains this one string in German. It might even just be a file name for the document you are translating!?

Schließe mich Thomas an, aber: "Gratulation zum Vertragsabschluss", auch ginge (Herzlichen) Glückwunsch zum Vertragsabschluss.
Da im Quelltext " vertrags... (klein) steht, könnte da auch ein, unvollständiges Adjektiv gemeint sein und tatsächlich z.B. "zum vertragsgemäßen Gelingen" o.ä. gemeint sein. Erscheint mir aber eher unwahrscheinlich.
Vielleicht hilft ein wenig mehr Kontext weiter.

Incomplete It's also incomplete. My guess is that it's something like "Gratulation zu Vertragsabschluss" ("Congratulations on concluding a contract") and that (depending on your further context) it might be placeholder text or the name of a text block, template or type of document.
