In the U.S. a person can be ordered by a court (local, state, or federal) not to travel due to pending judicial proceedings. Travel restrictions on the other hand, apply generally to the entire population i.e. restricted travel to given countries e.g. Cuba, etc. In more specific cases an individual may also be restricted from travel to certain destinations due to a security clearance. Therefore, the best translation in this case is a person ordered not to travel abroad which applies to specific persons who are ordered not to travel to any or all destinations outside of the country.

: Those restricted in Russia for political reasons are restricted by order of some instance of government that would never admit that it has made such an order. In fact, a невыездной may not know of such order until he tries to go abroad.

This is the very reason to find a workable term. It is rare in the U.S. for someone to be restricted from travel for politcal reasons. Those restricted in Russia for political reasons are restricted by order of some instance of government.

This would reflect the reality a lot of people faced back in the day, since they would not even know if they were allowed to travel abroad. Though often there were no official bans, but no permissions either.
