En este caso, creo que:
cocked position = posición vertical (listo para usar)
uncocked position = posición horizontal (mientras no se utiliza)

En otra frase, encuentro "inhalers were stored cocked between actuations", puede que aquí se refiera al "cocked status" o sea al estado de carga. gracias a todos
