Could you give us the full sentence please ? It sounds like: Of those of the victims who voted (i.e. not all of them voted), 91% approved of whatever precedes "que".

The victims of some disaster or other were called upon to vote on a proposal made to them (maybe about \"carefree maintenance\" as you say). Some of them voted (i.e. went on record as having stated their opinion = se sont inscrits au vote). Of these, 91% were in favour of the proposal.
