I am working on the big paragraph/sentence below and it is not flowing smoothly unfortunately. I am missing the meaning of "the interest and the conditions ..." See my working translation below and PLEASE, PLEASE send comments!

Les pays concernés ont crée en effet le cadre de concertation adéquat, en l’occurrence le comité méditerranéen de l’électricité (Medelec) qui a confié à un groupe de spécialistes des grands réseaux électriques le soin de déterminer l’enjeu des interconnexions entre les réseaux électriques, c’est à dire l’intérêt et les conditions d’un fonctionnement coordonné des systèmes électriques nationaux et de définir un cadre de cohérence à partir duquel chaque opérateur, tout en respectant les règles communes, préserve la liberté de ses choix pour le développement de son propre système.

(I understand this is a bit of a mess, but I am VERY open to FRIENDLY criticism!)

The countries concerned have indeed created an appropriate framework for discussion. In fact, (Medelec) the Mediterranean electricity committee has engaged a group of electric network specialists to determine the issues involved in interconnection. Issues include: “the interest and conditions of a coordinated operation of the national electric networks”; and defining a coherent framework in which each operator, fully respecting common rules, would preserve the freedom of choice for the development of a sound clean system.

Extra context may be helpful ... The text carries on to critique Medelec for simply engaging a team of electrical network specialists instead of looking at other resources such as natural gas.

The countries concerned have indeed/accordingly set up an appropriate framework in the form of MEDELEC, the Mediterranean electricity committee, which has appointed a group of specialists in large power grids to i) determine the issues involved in interconnections between power networks, namely the advantages and necessary conditions for coordinated operation of national power grids, and ii) define a coherent framework (or the baselines for coherency) under which each operator can, while complying with common rules, keep his options open for future development of HIS OWN grid.

I think that part is more or less OK, just change "of" for "for". The rest also OK, except of course for the end: "son propre" is "his own"!!!

implications and terms

I can't help relating this back to "enjeu", which implies a certain risk, and at the same time does not exclude TECHNICAL complications (as often occurs in interconnections). Such complications could include the problem of the "paliers" you consulted earlier. (Can't help getting a bit involved, as I have to do an energy newsletter every morning).
