I tend much more towards Colin's reading of this one than to CJohnstone's - nothing personal !
A "principe directeur" places "principle" as the most important element. I think that emphasis has to be reflected in the English rendering. A principle is a rule of thumb, soemthing of prime importance. A guideline is not compulsory, just a strong suggestion.
