Mine is not a new answer -- telef is right -- i just wanted to correct the plural which is Attorneys General. (Note that this is at a national or state level. At a lower level, they are sometimes indeed called public prosecutors or, more often, district attorneys.)

Persons who investigate cases (meybe criminal events) are called prosecutors, by "procuradoria" they mean namely offices but not departments since prosecutor's activity is independent of other bosses except for General Prosecutor.

no answer but a comment

To my colleagues:
I know the common definition of "procuradoria" as Office of the Public Prosecutor, but it doesn't seem right at all in this context since this is a division of the regional offices of the National Social Security Institute. My gut feeling is that this is a Legal Department, i.e., a department of lawyers who handle primarily civil cases related to administrative litigation.
The entire context argues strongly against anything to do with the Public Prosecutor's Office.
