ante la ausencia a una reunión del comité de cualquier miembro elegido/fijo/designado
and provided that in the absence at a meeting of the Committee of any member so appointed, the alternate governor may deputize for the absent member and act as a member of the Committee.
en calidad de miembro...ante el miembro ausente... puede actuar como un miembro del Comité ( lo reemplaza como si fuera miembro)
deputize y act as a: es lo mismo (reemplazar o actuar en lugar de, hacer las veces de)
