I agree that generically for a hearing this could be called "apertura de la vista (or) audiencia" (but not "juicio oral", which I believe is appropriate for a court trial rather than a social security hearing). If what you are looking for is the actual "call to order", this could be translated "se abre la sesión" .

Por el contexto veo más acertada esta expresión, que se cita muchísimo en la prensa, pero en textos jurídicos veo más "juicio oral" o "vista" a secas. A ver si algún experto nos lo aclara.
