Брюксел спря 1.5 млрд. евро за ВиК сектора заради спор между две министерства
Защо потъват милиарди евро
Сещате ли се къде е село Кортен? Лозаро-винарско средище, на няколко километра северно от Нова Загора, с около 1900 жители. И е получило 25 млн. лева да си оправи канализацията. Безвъзмездни европари. В същия момент далеч по-големи селища чакат да получат, и то по-малко, но това едва ли ще стане скоро. Липсата на общ план за инвестиране във ВиК сектора и неразбориите в законодателството предизвикаха Европейската комисия да спре 1.5 млрд. евро по оперативна програма "Околна среда". Вината за спирането на средствата може да се търси главно в Министерството на околната среда и водите (МОСВ), което се разбърза да подписва проекти за милиони, а в същото време забави нужните нормативни промени за сектора.
В края на февруари вицепремиерът Меглена Плугчиева получи писмо от Дирк Анер, зам.-директор на Генерална дирекция "Регионална политика" в Европейската комисия (ЕК), в което се казва, че Министерството на околната среда и водите трябва да спре с подписването на договори за водни проекти по оперативна програма "Околна среда". На работна среща този четвъртък европейските експерти потвърдиха позицията си - процесът трябва да бъде преустановен, докато не бъдат направени някои законодателни промени, свързани със собствеността на ВиК мрежите и управлението на проектите. Към момента разнородната собственост на ВиК дружествата не създава добри предпоставки за навлизането на частни инвестиции в сектора, когато парите по програмата свършат, съобщиха участници в срещата.
Опасенията на Европейската комисия са, че липсват гаранции дали европейските пари се усвояват ефективно. Мнението на експертите от Брюксел е, че планирането на проектите трябва да става не на местно, а на регионално ниво, тъй като малките общини нямат капацитет да се справят самостоятелно с планирането и усвояването на средствата. От ЕК настояват да има генерални планове за развитието на ВиК мрежата и да спре практиката да се осъществяват мащабни проекти на ниво малки селища. Така съществува риск да се финансира една излишна инфраструктура и да се пропусне цялостната перспектива. Осъществяването на големи инфраструктурни инвестиции от по-малки общини се смята за високорисково от страна на ЕК, защото те нямат необходимия капацитет за управлението на подобни проекти. Комисията изхожда от проблематичния опит с много общини, участващи в изпълнението на водни проекти по предишната програма - ИСПА.

Why billions of Euro disappear
Do you remember where Korten village is? It is a viniferous centre several kilometers north of Nova Zagora with 1900 inhabitants which has received 25 million leva of non-recourse funding to repair its sewerage system. At the same time much bigger towns and villages are in waiting to be given much less. It is not very likely, though, that this will happen soon. The lack of common investment plan for the Water Supply and Sewerage sector (WSS) and some disagreements in the legislation forced the European Commission (EC) to withhold 1.5 billion Euro from its “Environment” programme. The culprit for the suspended funds is chiefly The Ministry of Environment and Water Resources (MEWR), which hurried to sign projects for millions, while slowing down the necessary normative changes in the sector.
In the end of February the deputy prime-minister Meglena Plugchieva received a letter from Dirk Anner, vice-director of Directorate General “Regional politics” in the EC, saying that the MEWR should cease the signing of contracts in the water sector within the framework of the “Environment” programme. At a work meeting this Thursday the European experts confirmed their position – the process should be stopped until some legislative changes in the WSS network and the project administration are made. As of now the heterogeneous property of the WSS companies will not be able to invite foreign investment in this sector once the programme money is over, said participants in the meeting.
The EC fears that there are no guarantees for the effective acquisition of European money. The experts from Brussels think that project planning should not be at a local, but at a regional level, because small municipalities do not have the capacity to manage the project planning and acquisition of funding on their own. The EC insists that there be general plans for the development of the WSS network and that the practice of executing large-scale projects on a small town level be stopped. Thus there is a potential risk of financing a useless infrastructure and disregarding the whole perspective. The EC considers that small municipalities cannot operate large scale investments for infrastructure development because of the high risk of mismanagement. The Commission draws this conclusion from its problematic experience with many municipalities which took part in the execution of water projects within its previous programme - ISPA

I'm a young translator/interpreter working as a freelancer. The most enjoyable part of translating texts in another language is the research done to discover the multilevel meanings of a word or a phrase. It is also a pleasure to help people understand each other by melting language barriers.
