In the context of a dispute with the tax man, a company is being penalised for two different types of activity:
soprattassa del 20% per ritenute non operate per Lire...
soprattassa del 50% per ritenute non versate per Lire...
I think the second is a surcharge of 50% for unpaid taxes withheld at source, but I don't know what the first would be. Any ideas?

I think the first means that he didn't apply the tax by not withholding it from the salary/invoice whatever, and the second that he didn't pay the tax he should have withheld.

Source deductions not withheld/ not remitted
to the government..:typically (depending on the tax system, it includes income tax, pension premiums, medical premiums and all the other goodies that come off a pay check.. hopefully it helps, PC

The prep. in the second case should denote that the tax has been withheld but not paid over the tax authorities.

: It's not one or the other - it's both for not withholding it and not paying what he should have withheld.
