It would be nice if it was considered as having been paid! It has to be paid and you can pay it either by literally forking out the money, or you can get authorisation for "virtual" payment.

The stamp-duty is regarded as having already been paid
In Italy for some deeds one has to pay (assolvere in bureaucracy language) the stamp-duty (imposta di bollo); in some instances, however, one must not actually pay, because the tax is regarded by the State "as having already been paid"
