Googling it mostly gets you Poste Italiane financial statements recording the total outstanding credit balances on their prepaid cards, but a similar term in French, "montant monétaire" shows up in an EU definition of electronic money ("Les propositions définissent la monnaie électronique comme un montant monétaire stocké sur une carte à microprocesseur"). Assuming that to be the case, in that first sentence, you could perhaps use "stored value" or "monetary value" as a synonym (general spend prepaid cards whose monetary value is issued and held by"), otherwise it might sound awakward. In the second sentence, maybe "e-money" could work.
