On AS and WS
It seems they're referring to independent 'networks' that have 'special' connections to the internet.
AS standing for AUTONOMOUS SYSTEMS [see details in Web reference 1]
WS standing for WEB SERVICE(S) [see details in Web reference 2]

So basically it is a system, independent but connected (if they want to) to online information services such as those listed in the translation piece - "...servizi esposti sulla rete (planet, intranet etc)."

My understanding is that neither must offer directory listings, or modus status - although they can - as per the translation piece in question:
"...non devono essere abilitate funzionalità del tipo directory listing, modus status ... ."
[Note: the uppercase D 'Directory in my first example sentence is a different type than the usual lowercase 'directory.']
In summary - they're talking about independent 'branches' offering data management, which are connected to the internet in 'special' ways.
