A "carta a saldo" is a charge card, on which you pay the full balance each month. Not sure what the rest means. What kind of company is XXXX? Could it be that the bank is issuing cards for them?

what they're talking about is a "bank-issued card". If you look at the page linked to below, ICBPI/Nexi/Cartasì make a distinction between "issuing bancario" - where the card is issued by one of the "banche convenzionate" - and "issuing diretto", where cards are presumably issued directly by ICBPI/Cartasì.
