Hi Therese, "di massima" refers to preliminary/indicative data, it means the costs indications for the project are not binding. HTH

indicazione di larga massima = purely indicative quote

indicazione di massima means that something or someone is indicating a maximum or a general (di massima) reference term/number for subsequent estimates.
"larga" as an adjective is referred to "massima" (lit. "di larga massima").
Therefore you have literally "an indication of the widest maximum" "an approximation of the maximum cost". The best translation is as others suggested: "purely indicative quote".
