This is in the context of budgeting control and audit of expenditure by German federal states. There is a presentation with a heading: Compliance with Public Procurement Law. Among other matters subject to control are the federal state's:

There are two different types of contract...: firstly, the Auftrag or order placed by the ministry or institution; secondly, public funding or grant (subsidy) towards the commercial project (Zuwendung or Subvention).

: The "Zuwendung" itself is a subsidy, but if you look at a few of the hits for "Z-massnahme", you'll see they almost always refer to concrete projects - as is indeed the case in the question ("z.B. "Erschliessungen ..."). IOW you need "project" in there.

I don't see how adding the word "project" makes any difference, just as "Maßname" isn't really necessary in the German.
