I think one administrator can set up other administrator accounts at the domain level (which have less powers than they do- a sort of sub administrator), which is why the definition in brackets is confusing

windows suggest that you only use your 'Administrators' account to make the settings then revert to using a standard 'user' account for day to day dealings.
