I think it's referring to the fact that it's not just the entrance itself that's been adapted for people with disabilities but also the reception area/facilities, e.g. a seperate reception desk at a lower height, easier access, etc.

This is a poser, isn't it. Looking at how it is used on the web special accomadations was as close as I could come. I am posting one website below as an example
