Note: all the other items in the list are "массовая доля" and are expressed as percentages (% не более OR % не менее).

This is the only "модуль" and there is no indication that it is a percentage.

In actual practice, control of the electrolyte concentration of the bath is done measuring the cryolite ratio (CR), or bath ratio BR, where BR=1/2CR. CR is equal to the ratio of the main chemical components of electrolyte NaF and AlF3: CR = C(NaF, mol)/C(AlF3 ,mol).
