Could the "Tilul' be "titulum" i.e. the phrase being "primi candidatum ...Praeses consentientibus Socciis Honorandis ac Reverendis Titulo graduque..."? The capital letters are unusual and would make it more complicated to read.

I think it is " praeses" and " ac".

context vitually impossible to decipher without wider context. Do you mean "praeses"? And shouldn't it be "send greetings" or just "greet"? It looks odd without a verb.
