This is a really badly written original text!! They jump from one provision to the next without any logic.Poor you! However, having said this, I believe that they are talking about some sort of DEOSITED CREDIT GUARANTEE gainst payment for goods and, at their discretion, they are prepared to release or free or waive their right to 10% of the credit guarantee value held (in the event of the contract being terminated by them). But it is so badly written - I am taking an educated guess.
