For E-rich thanks for your suggestion but I don't think it fits the bill as I've since found another example of the expression: "in quanto nell�ambito del fallimento la attivit� non sarebbe potuta proseguire se non, a tutto voler concedere, per pochi mesi)" I think it means something like "at most" or "at best" or "with the best will in the world" but I'd like some confirmation.
