German to English Tech/Engineering Manufacturing programming

Hi folks.
The Kudoz on Bereinigung do not seem to fit my context. Here are the sentences:

Der Lieferant muss fuer Flashaktionen (Lagerbereinigung) im Werk geeignetes Equipment und geschultes Personal zur Verfuegung stellen.

Or

Der Lieferant muss fuer Flashaktionen (Lagerbereinigung von Pufferlagern) beim Lieferanten geeignetes Equipment und geschultes Personal zu Verfuegung stellen.

These "Flashaktionen" appear to be the programming of flash memory used in the vendor's product. It sounds to me like the vendor wants to update the software while the products are still in the factory or even before being delivered to the factory.

Updating products in storage?
