Thanks for the suggestion - I finished up with 'trash bank',
a simple and literal translation. This term is only used in Finland,
apparently, so if you spot it in English in the future, you'll know where
it came from!

In the US, FDIC member banks are secure in the sense that they are backed by the Federal Deposit Insurance Corporation.
