I came up with a translation that is close to that suggested by Balasubramaniam (q.v.), but I did so after reading your answer and Kenneth Cox's very helpful comment. By the time I saw Balasubramaniam's answer, the translation was already gone. I am sorry I can't choose more than one answer, but thank you very, very much to everybody. This was a toughy.

Probably what this means is that the paint comes into effect as soon as it has been painted. That is, it sets early or it dries quickly so that it provides resistence to water immediately.
