Explanation:

It is important, that the steel reinforcement rods are kept free from dirt, oil, grease or avoidable rust. They have to be straight, (or bent to the required shape), but not deformed, not to have "wavings" in them.
Before they are placed in position (to make the framework for the concrete), if there is excessive rust, "debris", they have to be brushed with a wire brush.
The debris can be just dirt or other material stuck to the "concrete iron", but if they keep it clean, that is not a problem. The important one is loose rust, because rust will form on it anyway.
