Briefly: They are mostly towns that kind of replaced "okresní města" after the last major reform of public administration (there used to be roughly 80 districts and now we have more than 200 obcí s rozšířenou působností). "Extended" means that besides issues related to the respective municipality, its authorities are also responsible for the neighboring villages and small towns.

I was not able to find an official translation. "Powers" prevail in Google.
