Explanation:
Možda grešim, ali čini mi se da se ovde upravo radi o motoru koji ima potvrdu da zadovoljava određene standarde o dozvoljenoj emisiji izduvnih gasova. Ako motor vozila ne zadovoljava te standarde, vozilo bi teško moglo da dobije dozvolu za učešće u saobraćaju. Na primer, u Srbiju se ne može uvesti polovni auto iz druge zemlje ukoliko ne zadovoljava Euro 3 propise. Čini mi se da bi se ovaj termin mogao podeliti na dva dela i lakše razumeti, naime: non emission (dakle motor ne emituje nedozvoljenu količinu izduvnih gasova) i certified engine (u smislu da motor ima potvrdu o tome). Ali kao što rekoh na početku, možda grešim...
