Choice of terms
For the purpose of building the proposed dictionary, discretion should be exercised in the selection of terms to be entered.
Before entering "abusive tax shelter," has the term "tax shelter" been entered?
Once "tax shelter" has been entered, I don't think it is worth the trouble to enter the same term modified by every possible qualifier. A tax shelter could be legitimeate, illegitimeat, legal, illegal, prudent, imprudent, abusive, suspicious, shoddy, etc. None of these qualifiers need to be part of a technical dictionary.
Moreover, What constitutes an abusive tax shelter is a function of law, i.e., what is abusive today may be OK tomorrow, and what is abusive in the US may be OK in the UK.
In general, I would make sure to cover the terms that cannot be broken into meaningful parts or cannot be put together by translating the parts. I would leave all else out. Otherwise, we would fill up with dictionary with useless clutter.
