I would say toy lending centre, rather than toy library, as a library is usually for books (or maybe music) and as one doesnt lend art from a library, but rather art books, one might think a toy library is a library with books about toys.

See eg "The Toy Lending Center (TLC) at Santa Fe Community College lends toys and equipment FREE OF CHARGE to community child-care providers and families. ..."

IF library has to be used, then I can suggest "library for lending toys."
