I know that "системни програмни средства" is "system software." What I'm uncertain about is whether "технически" modifies "cредства" directly, meaning "technical equipment," or whether it modifies "програмни средства," meaning a type of software. When I google "технически програмни средства" I find context that seems to mean "data security equipment and software."
