I think (booklet of conditions) is the best one:
*
The booklet of conditions is to be given free of charge

- The offers should be submitted to the bureau of General wool corporation on the following address:

-> "Terms and conditions" is an example of a common construction in English, namely using two synonymous terms (1 latin/greek, 1 anglo/saxon) where one would do. Compare "law and order".

Terms of Reference

Explanation:
This would coincide with the links below involving procurement terms for entering into project contracts.

The First Link is self explanatory.

From the second link link:

تقدم العروض وفق نصوص دفتر الشروط الخاص الذي يمكن الاطلاع والحصول عليه من مديرية المباني

It is also stated as الشروط المرجعية
I have worked on such terms and contracts professionally and in my freelance translation work

neutral  Amira Mansour: I thought that it's terms of reference "كراسة الشروط" at first. However, I searched therefor to make sure that both are the same but I found that كراسة الشروط is part of دفتر الشروط. If you found that both are the same, then I totally agree with you.

-> I am inclined to believe that the term I gave fits in well with the contxt given as shown by the links given. كراسة would probably go along with the same terminology. Thanks for your remark.
