We ran the Medium and Hard tyres with high fuel to assess race performance and this looked in line with our simulations.
This is from an interview with a Formula 1 driver. The same job also contains "low fuel", which I presume is the opposite of "high fuel". I do not think this is about fuel consumption. Could this have to do with the fuel mixture ("fettes/mageres Gemisch")?

Die ist hier wohl gemeint. Mit vollem Tank sollten verschiedene Reifenmischungen getestet werden.

Mit der Oktanzahl hat "high" nicht zu tun. Sprit mit zu/hoher Oktanzahl heißt over/rich fuel.
Die ist hier wohl gemeint. Mit vollem Tank sollten verschiedene Reifenmischungen getestet werden.

Genau quantifizieren lässt sich "high" und "low" hier natürlich nicht. Etwa: fast voll bzw. fast leer. "higher fuel ..." = ... mit vollerem Tank

Dies ist jedoch etwas völlig anderes als die Oktanzahl, die sich auf das Verhältnis von Isooktan zu n-Heptan bezieht, nicht jedoch auf den Kohlenstoffgehalt.

Sicher, aber das ist untrennbar mit der Fahrstrategie verbunden: Wer mehr tankt, kann es sich leisten, schärfer zu fahren, kommt aber wegen des höheren Gewichts trotzdem u. U. auf schlechtere Zeiten.
Googeln nach "high fuel strategy" und "low fuel strategy" hilft.

(Zwischen Kraftstoffen unterschiedlicher Oktanzahlen oder Kohlenstoffgehalte zu wechseln, das hätte IMO bei der F1 wenig Sinn. Die paar Euro machen den Kohl nicht fett, und wer die höhere Oktanzahl oder die niedrigen Emissionen nicht nutzen will, kann ja einfach weniger "wild" fahren. Besser ist es, wenn sich der Motor immer gleich verhält.)
(Der Ausdruck "fettes/mageres Gemisch" bezieht sich normalerweise auf den Luftanteil des dem Zylinder zugeführten Gemischs. Da gibt es gewisse Regelungsmöglichkeiten, aber IMO ist das hier nicht gemeint. Man würde auch wohl nicht das ganze Rennen mit fester Gemischeinstellung fahren.)
