The above is applicable to the 1st instance in your context. If your 2nd instance of инв.блок means some particular location or plant/ind.unit (which is not clear from the context), it would be reaonable to call them smth like "industrial sites".
I would rather refrain from using those "block" references cited herein and showing either block of flats construction investments (instead of oil and gas) or the translated docs of former SU origin.
