Sin embargo, el poder conserva el criterio de retribución como base de los sistemas de justicia en gran parte del mundo". -- Este texto es parte de un documento sobre violencia contra los niños. A partir de otros lugares donde aparece el término "poder", entiendo que se refiere tanto al Estado como a los poderosos en términos económicos, políticos, pero no sé qué ponerle. De alguna lectura remota, recojo "the powers that be" como una buena versión, pero me parece que tiene un tinte literario. ¿Me podrían mostrar citas, o sea pasajes que me permitan apreciar el contexto en que se usa la traducción que me propongan?

Power of the state does not refer to a specific power, but rather is a generic term synonymous with "power of the government". As the subject matter is child welfare, the State would be the party with the power.

As I mentioned in the above response, in child welfare cases it is the State (or government) that has the authority to rule in these cases.

The idea is valid, I think, although the "power" is wielded through government, which is in charge of the justice system, and the powerful people are in charge of government.

as indicated in my disagreement, the interpretation has to be as general and inclusive as possible. Spanish is wonderfully all-embracing in its succinctness!

Tal vez esta palabra, "authority", encierre el concepto de "poder" en este sentido. Me permito dar una segunda opinión porque tampoco me satisface "gobierno" ya que el concepto es más amplio.

Creo que "those in power" es suficientemente ambiguo como para admitir "establishment". Aparte de los poderes políticos se sobreentiende que están los económicos y los que condicionan la opinión pública (religión, prensa, etc.), pero distingue entre los del status quo y los disidentes.
