I'm drawing a blank here. What should I put in the parenthesis? "Envisioned," "Assumed," "Presumed"? There has to be a better word for 想定. "Planned"?

In that case, I'd probably just go for "estimate(d)," or perhaps "minimum estimate" or "base estimate" if the price is never going to be lower than the quote.....

Note from asker:
Basically, this is for a quote by an outsourcing company. They're saying if you procure this amount of PCs we will charge you xx yen. If you go over the limit the price will increase. The charge doesn't decrease if fewer machines are used, but it will increase if more are used.
Base estimate sounds very good in this case.
