Although I think it is possible to do a 15% charge when dispatching, I think the chances of claims resulting from nonfunctional batteries when people try to use them after they have been stored away for a year would still be extremely high.
If you ask, then why are commercial batteries on the market okay? For single cell battery sales, since they are basically individually charged, they are still usable even if they deteriorate. Moreover, even if the batteries become unusable, the customers have the convenience of being able to easily exchange them at the marketplace, so it would not become a big problem.
