Source text - English An interview with *** (with a Palestinian politician. Name omitted because of privacy reasons) - Part I
Question: In recent development we've seen a very sad confrontation between two political factions within Palestinian people. Our first question will be [:] what's the role that Palestinian left try to play in this current situation to improve it?
Answer: Yeah, first of all the leftest parties, all part of the leftest parties because we cannot talk about all the leftest parties because some of them already now have the same opinion as Fatah, but at least I will talk about the *** (name of party) that we have an opinion about what's going on and also we have an initiative how to solve this problem.
And a basic kind of analysis is that politically the situation is very critical in this moment because already the American and Israeli political projects to put an end to our national struggle is ready, so what's going on, what's happening between Fatah and Hamas and the development of the militant also, the military way, and that Hamas is it on Gaza, split the Palestinians and West bank and Gaza, politically and also geographically.
So in our analysis we issued an initiative, and we try through this initiative, that we think that the solution it should be a national and democratic solution.
National which means that it should be:, comes from Palestinian people and not from abroad, not as a pressure from United States or Israel, especially at this moment because the Palestinian people are split and so, so what we mean with the national and democratic way because we are against any kind of militant, military way to put an end to any political diversity or difference between political parties.
First of all we think that at this moment we have very need to have a temporary leadership under the umbrella of PLO, cause PLO represents the Palestinian people inside and outside and we should not forget that most of Palestinians are outside and also the identity of the Palestinians and the aims, the national aims of the Palestinians is there not implemented, which is first of all the right of return for the refugees, second the self-determination and also our independent state in the 1967 borders.
This is a national program that all the Palestinians, each party has its own program but at least this is the minimum that at the PLO we understand that these are the national aims and so at this moment there is part of the Palestinians which are not at the PLO, like Hamas and Islamic Jihad.
And PLO is important at this moment, there should be a unity, a way to unite Palestinian people so first of all we are asking for this temporary leadership under the umbrella of PLO, consisting of all political parties and also all civil society movements and this temporary movement, leadership to put an agenda for first of all to start electing the National Council for the Palestinians inside and outside any place to start electing the members of the National Council and to democratize also PLO.
This National Council can elect also the Central Council and the Central Council elects the Executive Committee for the PLO.
And one of the issue of this leadership is to make a political review, what we mean is that part of the Palestinians is going through the Oslo process, and we think that Oslo process will lead to nothing, it will lead for more split of the Palestinians, and we can't fulfil our national rights through this process.
I'm talking about Oslo, I'm talking about the process itself, not only the agreement. Cause there is Oslo, and the other agreements, the roadmap.
All these ways will not lead for the Palestinians to implement their national demand. So one part of this leadership is to make this kind of review, that this process will not lead for our national demand so, and put and end for the occupation.
So we should politically be much more stronger and use all kind of pressure to put an end to the occupation and to implement our rights.
Our point of view is that all these kind of meetings and agreements between Israeli and Palestinian they will not lead to anything and they are a waste of time, and Israeli occupation on the ground creates a situation that really will not get the Palestinians any opportunity for any rights.
The wall, the settlements, their enclosure, the check points. On the ground they are going so this is part of the role of this unity leadership.
Third is to agree to have also an election for Presidential and Legislative council election on a *parcello. But it should be agreed within all of the Palestinian people.
Not part of the Palestinians can agree for an election and a part refuses the election because the election should be a democratic way to unite the Palestinians, not a democratic way to divide them.
And also we are asking Hamas to go back on using, the way of using weapons and the militant way and put an end to any internal diversity it's very important, also because we are refusing this way [***] refusing the militant way, is not democratic.
Beside that, if we can reach this point, and this is, I'm talking about the basics of our initiative and we hope that this initiative will put the process to go back to the route, not to solve only the reaction. This is why we look that the route is the PLO and the political review before the process.
If we can agree upon that, also internally, if we can agree upon also that we are a democratic society, we are not asking for any religious or [***] society, a democratic society that each people can accept the others, and a democratic way of dealing with things, with different things. This is the basis of our initiative.
We hope that this initiative we are not only issued for the politicians, we already send it to Hamas, to Fatah, to different political parties, and also we started now within the Palestinian people to have meetings and to discuss and to let the people now take the route, because things can't be continued on that way, that only Fatah and Hamas decide.
They want civil war, they decide it, they want to split, they decide it. No, our national rights is not a claim that Fatah and Hamas can divided between Palestinians.
There is mass people who are now against them, against those political parties because they lead us to this situation, and we believe that it will takes time because it's very dangerous now that United States and Israel interfere in our political approaches and they use all kind of pressure on 'Abbas, to have no dialogue, because at the end the dialogue it's the only way that the Palestinians, an internal dialogue is the only way that we can agree upon something.
So this is the role of our party at this moment.
At the beginning of the internal fighting we are against it and we have a marches, a popular marches, we have a sitting in Gaza and in West Bank, to say that you have to stop that, and some combats of our combats they died because they tried you know to refuse this way of internal things.
And also we refuse to be part of the Unity Government because it's not a re-unity government and Mecca agreement we issue the statement say that it will not solve the routes, so it's like a *sysfair and then the coming things will be very very dangerous so [***] we can see that and we are the only one political party that we are not involved on that government.
All the other leftest they sit on the government, and now this is why we say that we should solve the route, not the *shape and we are all Palestinian and have a diversity, we should accept that, this is the situation.
No one can exclude any part, no one can do that, because each one also have its popular supports form the Palestinian leadership.
Translation - Italian Intervista a *** (un politico palestinese, il cui nome è omesso per motivi di privacy) - 1° parte
Domanda: Negli sviluppi recenti abbiamo assistito a un confronto molto avvilente tra due fazioni politiche all'interno del popolo palestinese. La nostra prima domanda sarà: qual'è il ruolo che la sinistra palestinese cerca di esplicare in questa situazione al fine di migliorarla?
Risposta: Si, allora, prima di tutto tutti i partiti di sinistra, tutte le fazioni dei partiti di sinistra, perché non possiamo parlare di tutti i partiti di sinistra visto che alcuni di loro hanno già, oramai, la stessa opinione di Fatah, ma quanto meno parlerò del *** (nome del partito) poiché noi abbiamo una nostra opinione su quello che sta succedendo e abbiamo anche un'iniziativa, delle proposte, su come risolvere la situazione.
Un'analisi basilare è che la situazione è molto critica in questo momento, perché i progetti americani e israeliani per porre fine alla nostra battaglia nazionale sono pronti, e quello che sta succedendo, quello che è successo tra Fatah e Hamas e lo sviluppo della via militare, che Hamas controlla Gaza e i Palestinesi sono divisi tra West Bank (Cisgiordania) e Gaza, politicamente ma anche geograficamente.
Quindi, nella nostra analisi, noi abbiamo messo in atto un'iniziativa, e noi cerchiamo attraverso quest'iniziativa, noi pensiamo che la soluzione debba essere una soluzione nazionale e democratica.
Col termine nazionale intendiamo che essa debba provenire dal popolo palestinese e non dall'esterno, non sotto forma di pressione da parte degli Stati Uniti o di Israele, in particolar modo in questo momento in cui il popolo palestinese è diviso. Quello che intendiamo con metodo nazionale e democratico è che noi siamo contro ogni soluzione militare che possa essere utilizzata per porre fine alle divergenze politiche tra i partiti politici.
Prima di tutto noi pensiamo che in questo momento ci sia un estremo bisogno di una leadership temporanea sotto l'egida dell'OLP, perché l'OLP rappresenta i palestinesi sia dentro che fuori (dai territori palestinesi), e non dovremmo dimenticare che la maggior parte dei palestinesi vive al di fuori (dei territori palestinesi). Inoltre l'identità dei palestinesi e i nostri obiettivi, i nostri obiettivi nazionali non sono implementati, che sono prima di tutto il diritto al ritorno dei rifugiati, e in secondo luogo l'auto-determinazione (per il popolo palestinese) e anche la formazione di uno stato indipendente in base ai confini del 1967.
Questo è un programma nazionale che tutti i palestinesi, ogni partito ha il suo programma ma questi per lo meno sono i punti minimi che all'interno dell'OLP noi capiamo essere gli obiettivi nazionali e quindi in questo momento c'è una parte dei palestinesi che non fa parte dell'OLP, come Hamas e la Jihad Islamica.
E l'OLP è importante in questo momento, dovrebbe esserci unità, un modo per riunificare il popolo palestinese. Quindi in primo luogo noi vogliamo che ci sia questa leadership temporanea sotto la guida dell'OLP che si componga di tutti i partiti politici ma anche dei movimenti per i diritti civili, e questo movimento, questa leadership temporanea servirà a stilare un calendario per cominciare ad eleggere, come prima cosa, il Consiglio Nazionale dei palestinesi dentro e fuori dai territori per eleggere i membri del Consiglio Nazionale e anche per democratizzare l'OLP. Questo consiglio nazionale può eleggere anche il Consiglio Centrale, e il Consiglio Centrare può eleggere il Comitato Esecutivo dell'OLP.
Una delle questioni più importanti che questo "governo" dovrebbe affrontare è una revisione politica. Quello che noi intendiamo è che una parte dei palestinesi sta seguendo il processo di Oslo, e noi pensiamo che il processo di Oslo non condurrà a nulla. Porterà solamente nuove divisioni tra i palestinesi e noi non possiamo portare a realizzazione e compimento i nostri obiettivi nazionali attraverso questo processo.
Sto parlando di Oslo nel suo complesso, del processo di pace, non solo degli accordi. Perché c'è Oslo ma ci sono anche gli altri accordi, come la road map.
Tutte queste strade non condurranno i palestinesi verso la realizzazione delle loro istanze nazionali. Quindi uno dei compiti di questo governo temporaneo sarebbe quello di compiere questo tipo di revisione, perché questo processo non porterà alla realizzazione dei nostri obiettivi nazionali né alla fine dell'occupazione (israeliana).
Per far questo dovremmo essere politicamente molto più forti ed utilizzare ogni tipo di pressione per porre termine all'occupazione e vedere rispettati i nostri diritti.
Il nostro punto di vista è che tutti questi incontri e questi accordi tra israeliani e palestinesi non condurranno a nulla, e sono una perdita di tempo. Inoltre, l'occupazione israeliana crea, sul campo, una situazione tale da non offrire ai palestinesi nessuna opportunità di vedere implementati i propri diritti.
Parlo del muro, degli insediamenti, la loro chiusura, i check points. Sul terreno loro stanno andando in questa direzione quindi questa è parte del ruolo di questo governo di unità nazionale.
In terzo luogo bisogna accordarsi per l'elezione di un presidente e di un Consiglio Legislativo. Ma dovrebbe essere concordato con il concorso di tutto il popolo palestinese.
Non è possibile che parte del popolo palestinese sia d'accordo per l'elezione e un'altra parte la rifiuti, perché l'elezione dovrebbe un modo democratico per unire i palestinesi, non un modo democratico per dividerli.
Inoltre stiamo chiedendo ad Hamas di recedere dall'idea di utilizzare la lotta armata per porre termine alle divergenze interne e questo è molto importante, anche perché noi ci rifiutiamo di utilizzare questi sistemi, metodi militari, perché non sono democratici.
Oltre a ciò, se possiamo raggiungere questo accordo, e sarebbe a dire, sto parlando delle basi della nostra iniziativa e noi speriamo che questa iniziativa riavvii il processo di pace, e che non serva solamente come soluzione temporanea.
Questo è il motivo per cui pensiamo che la strada maestra passi attraverso l'OLP e questa revisione politica prima del processo di pace.
Se riusciamo a metterci d'accordo su questo, internamente possiamo accordarci anche sul fatto che siamo una società democratica. Noi non vogliamo nessuna società di tipo religioso ma una società democratica in cui ognuno possa accettare le differenze altrui, e un modo democratico per gestire e affrontare i problemi. Queste sono le basi della nostra iniziativa.
Noi speriamo che questa iniziativa non sia valida solo per i politici. L'abbiamo già comunicata ad Hamas e Fatah, a diversi partiti politici, e abbiamo anche cominciato ad avere incontri con la popolazione palestinese per discuterne e far si che anche il popolo prenda parte al processo di pacificazione, perché le cose non possono continuare in questa maniera, che solamente Fatah e Hamas prendono tutte le decisioni.
Loro vogliono la guerra civile? E la decidono. Vogliono separarsi? E lo decidono. No, le nostre rivendicazioni nazionali non sono qualcosa che Fatah e Hamas possono reclamare per sé dividendo i palestinesi.
Ci sono molte persone che, oramai, sono contro di loro, contro questi partiti politici perché essi ci hanno condotto a questa situazione, e noi pensiamo che occorrerà molto tempo perché è molto pericoloso ora che gli Stati Uniti e Israele interferiscano con le nostre questioni politiche. Hanno cercato di usare ogni tipo di pressione con 'Abbas per far si che egli non dialogasse (con Hamas) perché, in fin dei conti, il dialogo è l'unico modo, per i palestinesi, un dialogo interno è l'unico modo in cui noi possiamo metterci d'accordo su qualcosa.
Quindi questo è il ruolo del nostro partito in questo momento.
All'inizio del confronto interno noi ci siamo schierati contro di esso e abbiamo organizzato delle marce, delle marce popolari, pubbliche. Abbiamo organizzato delle riunioni a Gaza e nella West Bank per chiedere di fermare i combattimenti, e alcuni nostri militanti sono morti per questo, sono morti perché hanno cercato di fermare e rifiutare questo modo di gestire i problemi interni.
Ci rifiutiamo anche di prender parte al governo di Unità Nazionale perché non è un governo per la riunificazione e gli accordi de La Mecca noi abbiamo dichiarato questo accordo non risolverà i problemi, quindi è come [***] e quindi il futuro è molto pericoloso, e adesso possiamo vedere che noi siamo l'unico partito che non è coinvolto in questo governo.
Dall'altra parte invece gli altri partiti di sinistra hanno preso parte a questo governo, e questo è il motivo che noi dovremmo riprendere il percorso iniziato in precedenza, non in questa forma, perché siamo tutti Palestinesi e abbiamo le nostre diversità, e dovremmo accettarlo, questa è la situazione.
Nessuno può escludere gli altri, nessuno può farlo, perché ogni parte politica ha il suo supporto all'interno della popolazione palestinese.
