In un’epoca caratterizzata dal più grande fenomeno di urbanesimo della storia, parliamo con sempre maggiore insistenza di paesaggio, spesso con significati diversi, ma sempre mossi da una comune aspirazione, di ritrovare un principio di orientamento e di equilibrio, di cui la nuova città, non più propriamente urbana né rurale, disperatamente necessita. I fenomeni di trasformazione del territorio sono così rilevanti, veloci e imprevedibili, da richiedere per comprenderli e interpretarli un mutamento profondo nella cultura e nella pratica del progetto. Riconoscere, proteggere, mantenere e valorizzare il paesaggio è uno dei passaggi più delicati della progettualità contemporanea, un compito che. richiede un grande lavoro di sensibilizzazione delle amministrazioni e dell’opinione pubblica, con la maggiore concertazione possibile delle popolazioni. Ecco che diventa utile, anzi urgente osservare il paesaggio come uno dei beni comuni più preziosi, non solo più promuovendo degli studi, ma formando dei laboratori critici aperti alla partecipazione per discutere i fenomeni che ne caratterizzano l’evoluzione, i temi, gli obiettivi, le strategie.Così quando in una regione una comunità fonda un osservatorio del paesaggio è sempre un segno tangibile di una diffusa sensibilità culturale e di una maturità civile. Quando poi, come qui nelle Canarie, osservare e progettare siano programmaticamente attività simbiotiche, allora penso che vi sia anche la prova di una profonda consapevolezza di ciò che il paesaggio è e di ciò che può diventare, oltre al suo valore culturale la potenziale rilevante qualità economica e sociale.

In an era characterized by the most massive urbanization in history, there is an ever greater focus on the landscape, often with different meanings, but always with a shared aspiration: to recover a principle of balance and orientation desperately needed by new cities which are not urban but nor are they rural. The phenomena that are transforming the territory are so conspicuous, fast and unpredictable that our knowledge and practice of planning must change radically if we are to understand and interpret them. One of the most delicate transitions of contemporary planning entails the recognition, protection, maintenance and enhancement of the landscape. And a vast effort is required to raise the awareness of governments and public opinion, with as much agreement as possible among populations. This is why it would be useful, indeed urgent, to see the landscape as a most precious common asset. It is no longer sufficient to promote studies: we need to also institute critical workshops open to participation to discuss the phenomena that characterize the evolution, themes, strategies and goals regarding the landscape. So, when a community institutes a Landscape Observatory in a region, it is always a tangible sign of broad cultural sensitivity and civic maturity. And when observing and planning are symbiotic in terms of policy making, as they are here in the Canaries, we witness a profound awareness of what landscape is and what it can become: in other words, in addition to its cultural value, its potential for significant economic and social quality.

Lo spazio del paesaggio è semmai uno spazio frattale, o uno spazio topologico.E’ uno spazio da esperire, legato all’esperienza di un fruitore, alle mutevoli esperienze, anzi, che ogni fruitore può maturarvi dentro.La variabilità soggettiva di tali esperienze decide del suo essere paesaggio, o del suo divenire paesaggio.Non esiste infatti un paesaggio in sé, il paesaggio si dà quando viene esperito e secondo i modi in cui viene esperito.Quel che esiste in sé è semmai natura o sito che aspetta di essere esperito.E l’esperienza di un paesaggio, già di per sé mutevole secondo le soggettività, è inoltre soprattutto mutevole perché frutto di un processo, non di una mera contemplazione statica.Il movimento con cui il fruitore percepisce ed esperisce in termini processuali un paesaggio, è sostanziale nella sua definizione (lo insegna l’esperienza del pittoresco, come quella del viaggio o del pellegrinaggio).La dimensione della percezione in movimento definisce emozionalmente e narrativamente i paesaggi, ne dà mutevoli e molteplici interpretazioni.Di qui l’importanza, anche nel progetto del paesaggio, della dimensione dinamica, narrativa o di montaggio significante della costruzione delle relazioni fra fruitori (in movimento) ed elementi fisici costitutivi dei luoghi.

The space of the landscape is rather a fractal space, or a topological space. It is a space to participate in personally, associated with the experience of any given user, with changing experiences: indeed every user can evolve within it. The subjective variability of these experiences distinguishes between a landscape that exists and a landscape that is in the process of becoming. In fact there is no such thing as a landscape per se. A landscape exists when it is experienced, and in how it is experienced. If anything exists in and of itself, it is nature or a site waiting to be experienced. And the experience of a landscape, already mutable through subjectivity, is particularly mutable because it is the result of a process, not simply a static contemplation. The movement in which the user perceives and experiences a lapse of time in the landscape is substantial in its definition (we are taught this by our experience of the picturesque, such as the events on a journey or a pilgrimage).The dimension of perception in movement emotionally and narratively defines landscapes, giving them fluid and multiple interpretations. Hence the importance, even in landscape design, of the dynamic, narrative or staged dimension, signifying the building of relationships between the users (who are moving) and the physical elements constituting the places.

Alla base della scelta di quegli artisti che nel XX secolo hanno deciso di presentare delle cornici senza tela come loro opere artistiche c’è il desiderio di suscitare ironia, ma soprattutto c’è la volontà di provocare, di “sfidare la nozione standard borghese di arte”. Francis Picabia e Marcel Duchamp sono artisti che possono essere considerati degli “eretici totali” nei confronti delle convenzioni istituzionali del mondo dell’arte. Sebbene nelle loro opere compaia la cornice, essa ha perso ogni suo significato tradizionale. La consueta neutralità della cornice ora è sostituita con il suo protagonismo. Si ha la presa di coscienza di quanto il telaio oramai “svolge un’azione rumorosa”, rispetto al passato dove esso in silenzio commentava ed esaltava la superficie pittorica. Si prenda ad esempio l’opera di Francis Picabia Danza di Saint Vitus del 1920. L’opera è composta da una cornice dorata vuota. All’interno del telaio si trovano delle corde che si incrociano per sorreggere dei cartellini di carta. Durante l’esposizione parigina al Salon des Indipéndants nel 1922 Picabia diede delle precise indicazioni su come doveva essere esposta l’opera. Questa non doveva essere appoggiata alla parete, ma sospesa al soffitto. In tal modo, l’osservatore si rendeva conto del vuoto che conteneva il telaio. In più, l’autore desiderava inserire dei topi viventi bianchi tra i fili contenuti dalla struttura lignea. In questo modo, gli animali, secondo Picabia, avrebbero reso attivo il pubblico in quanto gli spettatori, acquistando dei pezzi di pane dagli assistenti di sala, potevano sfamare i topolini. Inutile dire che l’opera dell’artista fu esposta al Salon ma senza la progettata animazione. Nonostante il divieto di inserire gli animali viventi tra i fili, l’autore riuscì a comunicare con l’opera la sua teoria sull’arte. L’arte per Picabia non doveva avere un ruolo significativo, al contrario essa doveva essere ingiustificabile e sgraziata: “l’arte deve diventare l’apice dell’antiesteticità, inutile e in nessun modo giustificabile” e va detto che Danza di Sait-Guy corrisponde esattamente al suo concetto estetico d’arte. In definitiva, l’artista, per mezzo di quest’opera provocatoria comunica ironicamente la scomparsa dell’arte accademica e afferma, invitando alla riflessione, come oggigiorno tutto può diventare arte. È sufficiente una cornice a rendere oggetto d’arte qualsiasi cosa inquadrata. La polemica che Picabia apre si rivolge al mercato dell’arte e all’usanza contemporanea di dare grande pregio economico a tutto ciò che è firmato da un artista famoso. Troppo spesso ogni oggetto viene considerato opera d’arte purché sia siglato.

THE IRONY OF FRANCIS PICABIA AND

Artists in the 20th-century decided to present frames without canvases as works of art to stimulate a sense of irony. More important was their desire to provoke, to "challenge the standard bourgeois notion of art". Francis Picabia and Marcel Duchamp were considered "total heretics" with regard to institutional conventions in the world of art. Though the frame appears in their works, it has lost all its traditional meaning. The usual neutrality of the frame is now replaced with its own desire to be in the limelight. One becomes aware that the frame now "performs a noisy action", with respect to the past when it silently commented and exalted the painted surfaces. We can take as an example the work of Francis Picabia, Saint Vitus' Dance, of 1920. The work is composed of an empty gilded frame. Inside the frame there are wires that cross each other to hold cards. During the exhibition in Paris at the Salon des Indipéndants in 1922 Picabia gave precise instructions on how to display the work. It was not to be placed on the wall but hung from the ceiling. This way the observer would realize the emptiness contained in the frame. What is more, the artist wanted to put live white mice on the wires inside the wooden structure. According to Picabia, the presence of the animals would make the public interact because they could buy pieces of bread from the museum assistant to feed the mice. It goes without saying that this work was exhibited without the animation initially planned for it. In spite of the ban on adding living animals to the wires, the artist succeeded in communicating his theory on art through this work. Art according to Picabia should not play a major role; on the contrary it should be unjustifiable and awkward: "Art must become the apex of anti-esthetics, useless and in no way justifiable". It should be pointed out that Saint-Guy's Dance exactly corresponds to his aesthetic concept of art. In the end the artist, by means of this provocative work, ironically communicates the disappearance of academic art and asserts, by inviting the spectators to think, that today everything can become art. All you need is a frame to make anything inside it become art. The polemic started by Picabia was aimed at art markets and the contemporary custom of giving an enormous economic value to everything that was signed by a famous artist. All too often any object was considered a work of art as long as it was signed.

Source text - Italian Non si può ne si deve confondere il termine paesaggio con quello di territorio o ambiente, ne mettere a punto gli stessi strumenti operativi per ciascuno di essi. [...]Il problema è legato alla mancanza di una cultura che tenga nella dovuta considerazione i concetti di “spazio” e di “tempo” nell’analisi del paesaggio. La dimensione temporale consente infatti di osservare che il paesaggio è non solo il risultato di un processo “percettivo”, tipico delle società umane, esiste quindi un paesaggio in quanto c’è un uomo che lo pensa e lo guarda. Ma anche che il paesaggio è stato creato attraverso la trasformazione di un ambiente naturale operato da un gruppo culturale. La cultura è lo strumento, l’ambiente naturale è il mezzo, il paesaggio è il risultato. Questo significa che il paesaggio è sempre il prodotto di un processo evolutivo che ha modellato l’ambiente, dandogli delle forme che si collocano in uno “spazio” fisico che ne costituisce la sua dimensione sensibile. In questo senso, rispetto ad un ambiente che è semplicemente la “biosfera” dove si svolge la vita del pianeta e un territorio in cui genericamente si svolgono i processi umani, il paesaggio assume il significato di integrazione di processi economici, sociali ed ambientali nello spazio e nel tempo, in cui la natura è parte di un insieme ma non un obiettivo primario dell’azione paesaggistica. D’altra parte, i mutamenti climatici dovuti all’azione dell’uomo sono in grado di modificare anche ecosistemi terrestri in cui l’uomo è assente. è quindi evidente che il paesaggio, come sopra spiegato è la più corretta forma interpretativa dell’ecosistema, a meno che non si voglia escludere l’uomo come elemento determinante nella interpretazione delle dinamiche ambientali e dalla pianificazione del modello di sviluppo.
Translation - English We cannot and should not confuse the term “landscape” with the term “territory” or “environment”. Nor should we design the same operative instruments for them. [...]The problem is the lack of a philosophy or policy that takes due account of the concepts of "space" and "time" in the analysis of the landscape. The time dimension allows us to observe that the landscape is not only the result of a "perceptive" process, characteristic of human societies, i.e. it exists because human beings think about it and gaze upon it. Landscape is also the transformation of the natural environment by a cultural group. Culture is the tool, the natural environment is the means, the landscape is the result. This means that the landscape is always the product of an evolutionary process that shapes the environment, giving it form and placing this form in a physical "space" which comprises the 'sensitive' dimension of the environment. In this sense, as opposed to an environment that is simply the "biosphere", where life takes place on the planet and the area in which human processes unfold generically, the landscape takes on the significance of integrating the economic, social and environmental processes in space and time, in which nature is part of the whole but not the primary objective of the landscape project. On the other hand, human-induced climate change can also alter terrestrial ecosystems from which humans are absent. Hence it is evident that the landscape, as explained above, is the most appropriate way of interpreting the ecosystem, unless we exclude humans as a crucial element in the interpretation of environmental dynamics and the planning of a development model.
